Location: Sao Tomé, Sao Tomé and Príncipe.
Duration: 15 consultancy days over a period of 2 months
The EcoTéla Conservation Trust Fund of São Tomé and Príncipe was legally established in 2025 with technical assistance from BirdLife International and financial support from the Global Environment Facility (GEF) through the United Nations Development Programme (UNDP), the Cartier for Nature Foundation, and the European Commission.
The Fund’s mission is to promote biodiversity conservation and the protection of protected areas in São Tomé and Príncipe, while fostering the sustainable use of natural resources, environmental protection, and the mitigation of climate change impacts. As part of its institutional consolidation process, EcoTéla adopted a participatory approach, ensuring consultation and engagement with multiple stakeholders. In this context, institutional communication plays a strategic role, and the creation of an official website is essential to ensure:
- National and international visibility.
- Institutional transparency.
- Dissemination of funding and partnership opportunities.
- Enhanced resource mobilization capacity.

EXPECTED DELIVERABLES:
- Training of the Fund team in CMS management.
- Functional website in testing environment including wireframes and information architecture.
- User manual for content editors.
- Technical system documentation.
- Full source code delivery.
- Full transfer of intellectual property rights.
- Technical support during the first 6 months of operation, including assistance with library updates, bug fixes, and troubleshooting.
- Final consultancy report.
QUALIFICATIONS REQUIRED:
For Companies:
- Legal registration.
- Minimum of 5 years proven experience in institutional website development.
- Previous experience with environmental organizations, NGOs, or conservation trust funds (preferred);
- Relevant portfolio of similar projects.
- Proven experience integrating online payment systems.
- Capacity to provide post-launch technical support.
- Multidisciplinary team (design, UX, development, and security)
For Individual Consultants:
- University degree in Computer Science, Software Engineering, Digital Design, Digital Communication, or related field.
- Minimum of 5 years of relevant professional experience.
- Proven experience in institutional website development.
- Strong knowledge of SEO and UX/UI design.
- Experience implementing CMS platforms.
- Knowledge of web security
- Fluency in English (preferred) and knowledge of Portuguese would an advantage
