Our GPS Strategy & Transformation team is dedicated to helping public sector clients navigate this complex landscape and emerge as leaders in a rapidly changing world.
We are seeking talented and ambitious Consultants/Senior Consultants/Managers to join our collaborative and high-performing team. In this role, you will have the opportunity to leverage your strategic thinking and operational expertise to deliver impactful solutions for our diverse range of Defence and Security clients.
You will work alongside a team of industry specialists providing consulting services to major Defence and Security clients in delivery of complex asset and service procurements, including those on the Governments Major Programme Portfolio. You will play a pivotal role in all stages of our client engagements, from strategy development to solution design, supplier engagement to delivery implementation.
Your role will include supporting:
- Drafting procurement and commercial strategies, including the development of credible option sets to support client decision making covering aspects such as commercial structures/lotting arrangements; payment, pricing and incentivisation mechanisms; route to market approaches and evaluation strategies
- Input to support key market facing procurement documentation, including PQQs, ITN/ITPD, Heads of Terms, Contracts etc.
- Generating analysis and insight: executing rigorous and insightful analysis to build an evidence base to support solution development and change;
- Contributing to negotiations between Defence/Public Sector and commercial suppliers
- Developing contract management operating models, helping the client to define the necessary structures needed to deliver the intended value from the commercial arrangements
- Working in multi-disciplinary Deloitte teams involved in solution design, business transformation and business case activities to support the development of coherent procurement and commercial strategies that meet the overarching strategic intent
- Working closely with clients and third parties (e.g. HMG suppliers) to develop strong professional relationships
- Liaising with other internal teams (including our Digital Strategy, Innovation, Cyber Security and Data Analytics teams) to ensure the effective application of the subject matter expertise available, and seamless client experience
- Continuous Learning: proactively developing your own skills, building knowledge and sharing your insight with colleagues

We are looking for talented problem-solvers with intellectual curiosity who are ready to be active members of a client team, as well as of the firm-wide community. Our consultants/senior consultants/managers are typically involved in every phase of an engagement, from proposal to final implementation.
All applicants must hold, or be eligible, for Security Clearance.
The following skills/experience are essential:
- Experience in navigating complex procurement landscapes, ideally within defence or wider government contexts, to help deliver strategic outcomes whilst ensuring value for money
- A passion for making a difference to society through a balance of strategic thinking, logical hands-on problem-solving skills and cutting-edge thinking
- Knowledge of relevant procurement regulations
- Ability to communicate effectively (both verbally and in writing)
- Strong project management disciplines including working to strict time constraints to deliver high quality compliant outputs
- Capability to drive an independent workstream in the context of a broader team project
- Ability to operate in ambiguous and rapidly changing circumstances
- Ability to work collaboratively in a team and create an inclusive environment with people at all levels of an organisation
- Have a proven record of building strong relationships with others to reach successful outcomes
- Ability to work effectively in diverse teams within an inclusive team culture where people are recognised for their contribution

Regulation and controls are standard practice in our industry and Deloitte is no exception. These controls provide important legal protection for both you and the firm. We are subject to a number of audit regulations, one of which requires that certain colleagues abide by specific personal independence constraints (e.g., in relation to any financial interests and employment relationships). This can mean that you and your "Immediate Family Members" are not permitted to hold certain financial interests (shares, funds, bonds etc.) with audit clients of the firm, and also prohibitions on certain employment relationships (e.g., you are not permitted to hold a secondary employment role with SEC audit clients of the firm whilst being employed by the firm).
