Contract & Quality Officer – Collaborative Commissioning Programme

We are looking for an experienced Contract Officer to join our People Commissioning Service: Collaborative Commissioning Team (Children's)
Children's Contract Officer - covering areas for Children Looked After (0.5 FTE). This is a fixed term opportunity for 20 months
This is your chance to be part of a team that will transform how we commission services for Children in Care. The role is at the heart of the People Commissioning Service, building relationships and providing commissioning and contract management functions for Adult Social Care, Children's Services and Public Health. We are committed to investing in our staff, to co-producing services with the people who use them and developing and improving services for our communities in Bradford.
The Role
We are looking for an experienced contracts officer to join our Collaborative Commissioning programme team to support the implementation of a comprehensive, collaborative and relational commissioning approach that will deliver improved market stability, quality and value for money for commissioned services for children in care.
We are looking for someone with contracting experience, ideally in Children's services who is a logical thinker and problem solver, who has an eye for detail and ability to assess and evaluate contract information, able to communicate with a wide range of people, and write well.

- To support the Collaborative Commissioning program team with the implementation of the collaborative commissioning approach for Bradford within the Children in Care commissioning team.
- Undertake placement cost reviews, open book analysis, and targeted negotiation where required that supports the Collaborative Commissioning approach
- To report on commissioning and contracting issues and make recommendations for action.
- To gather, analyse and present clear, accurate evidence to guide contracting, commissioning decisions. This will include performance, finance, quality and customer feedback information.
- To help determine through research, intelligence and evaluation of changing service patterns, requirements for service changes. To identify information flows and requirements to inform commissioning priorities and to underpin the development of future service requirements.
- To assess financial and quality data/reports and to follow up any issues with an impact on contracts.
- To work with others to monitor and evaluate services and their performance against specific outcomes and objectives to achieve the best possible standards of service and value for money.
- Support the development of service level agreements for contracts with suppliers and commissioning team members.
- To contribute to the development of the market.
- To contribute to working groups/project teams as appropriate and to manage particular projects and service developments in partnership with managers.
