Main Purpose
As Contract Manager (Medical, Care & Welfare Services), you will be accountable for the successful delivery, governance, performance, and continuous improvement of GEOAmey's healthcare, care, and welfare services across England and Wales.
The role has overall responsibility for the operational and commercial management of the Enhanced Court Healthcare Services (ECHS) contract, ensuring services are delivered safely, effectively, and in accordance with contractual, regulatory, quality, and financial requirements. You will provide assurance that service delivery supports the needs of customers, stakeholders, and service users, whilst delivering value for money.
You will act as GEOAmey's senior operational (non-clinical) lead for healthcare services, maintaining effective relationships with healthcare providers, commissioners, and key stakeholders, and providing strategic oversight of service performance, governance, and service development activities.
You will serve as GEOAmey's principal point of contact for healthcare service performance and governance, representing the organisation at internal and external forums and providing expert advice and assurance to senior leaders and customers.
Key Deliverables
Contract Management & Governance
- Lead the successful delivery and performance management of the Enhanced Court Healthcare Services (ECHS) contract across England & Wales
- Ensure all contractual, operational, quality, and commercial obligations are delivered in accordance with agreed service specifications and contractual requirements.
- Develop and maintain robust governance arrangements for the ECHS contract, ensuring appropriate reporting, assurance, and escalation processes are in place.
- Maintain oversight of contractual risks, issues, disputes, and change controls, ensuring timely mitigation and escalation where required.
- Ensure services remain compliant with contractual, statutory, regulatory, and clinical governance requirements.
Supplier Performance Management
- Function as the primary relationship manager for our healthcare provider and develop strong partnerships that support service excellence.
- Monitor supplier performance against agreed KPIs, service levels, and contractual outcomes, ensuring underperformance is identified, addressed, and tracked through formal improvement plans.
- Analyse complex operational and performance information to identify trends, opportunities, and risks.
- Drive continuous improvement initiatives that improve service quality, operational effectiveness, and user experience.
- Ensure lessons learned, best practice, and innovation opportunities are identified and embedded within service delivery.

Service Development & Transformation
- Lead projects and initiatives designed to improve the delivery of healthcare, care, and welfare services.
- Support the development, evaluation, and implementation of enhanced service delivery models.
- Coordinate cross-functional workstreams involving operational, commercial, HR, finance, technology, and governance teams.
- Ensure continuity of service and effective risk management throughout change and transition activities.
- Identify opportunities for innovation, modernisation, and operational improvement.
Commercial Management
- Manage healthcare-related supplier expenditure in line with approved budgets and delegated authorities.
- Support contract reviews, extensions, variations, and renegotiations.
- Monitor financial performance and identify opportunities to improve value for money.
- Contribute to business planning, budgeting, and forecasting activities.
- Provide commercial input into service reviews and strategic decision-making processes.
Stakeholder Management
- Function as GEOAmey's lead representative at internal and external ECHS governance forums.
- Build and maintain effective relationships with key stakeholders, including the Ministry of Justice, NHS England, healthcare providers, and operational colleagues.
- Lead the production and presentation of monthly, quarterly, and annual contract performance reports to commissioners, senior leadership teams, and external stakeholders.
- Provide expert advice, insight, and assurance regarding healthcare service performance and contractual compliance.
Service Integration & Assurance
- Maximise service utilisation and effectiveness by helping to embed healthcare provision within GEOAmey's operational model.
- Promote awareness and understanding of healthcare services across operational teams, customers, and stakeholders.
- Maintain an appropriate level of court and operational site visibility to gain first-hand feedback from colleagues, service users, and stakeholders.
- Ensure healthcare service delivery remains aligned with organisational standards, values, and objectives.
Key Responsibilities
- Support the Head of Professional Standards in delivering departmental objectives and wider organisational priorities.
- Attend and actively contribute to internal and external forums.
- Identify, mitigate, and manage risks, including legislative and policy developments that may impact the delivery of services.
- Use performance data, audit findings, and operational insight to assess supplier effectiveness and identify opportunities for service improvement.
- If required, provide subject matter expertise to support business development, mobilisation, and bid activities.
Experience, Skills & Personal Attributes
Essential Experience
- Considerable experience managing outsourced service contracts and supplier relationships.
- Experience of performance management through KPIs, SLAs, and contract governance frameworks.
- Strong stakeholder management skills, including experience engaging with senior leaders, commissioners, and external partners.
- Experience of analysing and interpreting complex performance data to inform decision-making and drive service improvement.
- Experience operating within a regulated, compliance-driven, or public service environment.
- Strong organisational and project management skills, with the ability to manage competing priorities effectively.
- Excellent verbal, written, and presentation skills, with the ability to communicate complex information clearly and confidently.
- Ability to influence, negotiate, and build effective relationships across a multi-agency environment.
- An initiative-taking and solutions-focused approach with strong diligence and a commitment to excellence.

Desirable Experience
- Contract management experience within criminal justice, custodial, healthcare, or wider public sector environments.
- Experience engaging with NHS organisations, healthcare providers, and commissioning bodies.
- Knowledge of the Prisoner Escort and Custody Services (PECS) environment.
- Experience supporting large-scale service change or transformation initiatives.

Qualifications (Desirable)
- Degree-level qualification or equivalent professional experience.
- Professional qualification in Contract & Commercial Management, Prince2, or equivalent professional qualification.
- Evidence of ongoing professional development relevant to contract management, healthcare, criminal justice, or public service delivery.
- Evidence of continuing professional development relevant to healthcare, contract management, business transformation, public service delivery, or criminal justice

All roles within GEOAmey are subject to a risk assessment being completed to confirm the vetting status required for the applicant/job holder to undertake the duties of the role. This role has been risk assessed as requiring Ministry of Justice Enhance Level Clearance and Enhanced CRB.
