Role Purpose
The Contractor Manager is responsible for the safe, compliant and effective management of all contractors working on the Lumentum Caswell site.
The role will ensure contractors are properly approved, inducted, competent and controlled, with all work completed in accordance with Lumentum standards, site procedures, approved RAMS, permits and production requirements.
The Contractor Manager will support the WPS Maintenance Manager in maintaining a safe, reliable and well-controlled working environment across production areas, cleanrooms, critical utilities, buildings and infrastructure.
Key Responsibilities
Contractor Control and Governance
- Manage the complete contractor lifecycle, from pre-qualification and onboarding through to completion and offboarding.
- Ensure all contractors have the required approvals, competencies, insurance, training and documentation before attending site.
- Maintain accurate contractor records, including RAMS, permits, training certificates, insurance and performance reviews.
- Ensure contractors are fully briefed on site rules, emergency arrangements, security requirements and operational restrictions.
- Prevent unapproved or unbooked contractors from commencing work unless the work is business-critical and express permission has been granted by the Site Lead.
- Ensure unapproved contractors are continuously supervised on a one-to-one basis where permission has been granted.
Health, Safety and Compliance
- Ensure contractor activities comply with Lumentum health, safety and environmental requirements.
- Review and approve RAMS in conjunction with relevant WPS and technical stakeholders.
- Ensure suitable permits are in place, including hot-work, confined-space, electrical isolation, work-at-height and fire-system impairment permits.
- Verify that contractors use appropriate PPE, tools, equipment and control measures.
- Conduct contractor audits, site inspections and regular compliance reviews.
- Investigate contractor incidents, near misses, unsafe acts and non-compliances.
- Ensure corrective actions are recorded, assigned and closed within agreed timescales.
- Support statutory compliance and maintain suitable records for audit purposes.
Planning and Coordination
- Coordinate contractor activities to minimise disruption to production, cleanrooms, laboratories, offices and site services.
- Ensure all planned interruptions are reviewed and approved through the WPS process.
- Require Green-to-Green plans for work that may affect production, tools, utilities or critical infrastructure.
- Confirm that ramp-down, work execution and ramp-up requirements are understood before work begins.
- Coordinate contractor access, work areas, materials, isolations, deliveries and waste removal.
- Ensure contractors do not interfere with operational activities or critical site systems without formal approval.

Site and Project Support
- Support maintenance, facilities, capital projects, cleanroom works and infrastructure upgrades.
- Work closely with WPS, Engineering, Facilities, Production, EHS, Security, Procurement and Project Management.
- Assist with contractor tendering, scope reviews, mobilisation and performance management.
- Review contractor programmes and identify resource, access, safety or operational risks.
- Support the delivery of projects in accordance with agreed scope, cost, quality and schedule requirements.
- Ensure completed works are inspected, documented and formally handed over to Lumentum.
Contractor Performance Management
- Establish clear expectations for contractor performance, conduct and customer service.
- Monitor contractor delivery against agreed KPIs, service levels and contractual requirements.
- Lead regular contractor review meetings and performance discussions.
- Address poor performance, repeated non-compliance and unsafe behaviour promptly.
- Support the Senior WPS Manager with contractor escalation, commercial discussions and improvement plans.
- Promote a professional, respectful and collaborative relationship with contractors while maintaining appropriate control.
Communication and Reporting
- Provide regular updates to the Senior WPS Manager on contractor activity, performance, risks and upcoming works.
- Maintain a contractor activity schedule and site attendance records.
- Produce reports covering compliance, incidents, permits, audits, interruptions and corrective actions.
- Communicate planned works clearly to affected stakeholders.
- Escalate any activity that presents a risk to people, production, cleanrooms, critical utilities, compliance or business continuity.
Key Performance Indicators
- 100% of contractors approved and inducted before starting work.
- 100% of required RAMS, permits, competencies and insurance records available and current.
- Zero unapproved contractor access or uncontrolled contractor activities.
- Contractor audits and inspections completed to the agreed schedule.
- Corrective actions closed within agreed timescales.
- No avoidable production interruptions caused by contractor activities.
- All planned interruptions supported by an approved Green-to-Green plan.
- Improved contractor safety, compliance, quality and service performance.
- Accurate and timely contractor reporting.
- Positive feedback from WPS, Production, Engineering and site stakeholders.

Experience and Qualifications
Essential
- Experience managing contractors in a manufacturing, engineering, facilities, construction, pharmaceutical, semiconductor or similar controlled environment.
- Good understanding of contractor management, RAMS, permits and site safety requirements.
- Experience coordinating multiple contractors and activities within a live operational environment.
- Strong understanding of health, safety and environmental responsibilities.
- Ability to challenge unsafe or non-compliant behaviour professionally.
- Strong organisational, communication and stakeholder-management skills.
- Competent in Microsoft Office and contractor-management or reporting systems.
Desirable
- NEBOSH General Certificate or equivalent safety qualification.
- IOSH Managing Safely or equivalent.
- Construction or facilities-management qualification.
- SMSTS, SSSTS or equivalent contractor-management training.
- Experience working in cleanrooms, laboratories, critical utilities or semiconductor manufacturing.
- Experience with permit-to-work systems, isolations and planned production interruptions.
- Experience supporting capital projects and maintenance programmes.

Authority and Accountability
The Contractor Manager is authorised to stop contractor work where there is an immediate risk to safety, compliance, production, critical utilities or the site environment.
The role is accountable for ensuring that contractor activities are properly planned, approved, controlled and completed in accordance with Lumentum requirements and the direction of the Senior WPS Manager.
