Control Quality Assurance Manager

The Control Quality Assurance Manager will be responsible for overseeing HSBC Innovation Banking-wide ("HINV") Control Monitoring, aligning to the HSBC principles and adapting these requirements to fit the HINV model, whilst maintaining high quality and thorough audit trails to ensure these can be viewed by the 2nd line and internal audit.

The successful candidate will work collaboratively across HINV with stakeholders from multiple functions, also interfacing with teams across the wider HSBC group. They must possess a high level of energy and initiative and be capable of functioning as a collaborative partner and value-added business contributor. They must share the core values of HINV and be focused on achieving the best outcome for the organization versus individual achievement.

The Control Quality Assurance Manager will define and execute a Controls Monitoring Quality Assurance Framework to ensure that monitoring executed across HINV by Control Owners is done so at a consistently high-quality standard, meeting the requirements of the HSBC Risk Monitoring Framework. They will provide guidance, training and support to Control Owners. They will coordinate and schedule the overarching controls monitoring schedule to ensure RMF requirements are met. Monthly and quarterly reporting on control strength will also be required for this role.

Principal Responsibilities

  • Execute quality assurance over control monitoring outcomes across the HINV portfolio, planning and managing the QA schedule and ensuring delivery within agreed timelines.
  • Communicate quality assurance findings, conclusions and thematic insights to senior management.
  • Apply professional judgement to develop control-specific QA review plans and execute reviews to a consistently high standard.
  • Assess compliance with HSBC RMF requirements as part of QA reviews and identify areas requiring remediation.
  • Develop and maintain guidance and training for Control Owners on control monitoring and evidence standards.
  • Execute the controls monitoring QA program, reviewing monitoring outcomes to identify recurring themes and trends that require action or nomination for further assessment through the risk and control self-assessment process.
  • Use existing HSBC Group control monitoring and quality assurance tools to further develop the HINV Controls Monitoring QA Framework and embed it within the business.
  • Scheduling the overall HINV Portfolio of controls monitoring to ensure we hit RMF requirements, oversee the completion of controls monitoring and support controls owners throughout.
  • Report monthly and quarterly on QA outcomes and control monitoring themes to senior stakeholders, including ExCo members.
  • Support senior managers in embedding strong risk management and control monitoring culture across the business.
  • Independently execute QA reviews of control monitoring outcomes and maintain clear, evidence-based audit trails.
  • Review monitoring evidence and workpapers, document QA conclusions and confirm that applicable minimum CMA and Risk Management Framework requirements have been met before outcomes are reported.
  • Ensure QA outputs remain consistently high quality, exercising effective challenge, providing practical guidance on complex cases and escalating material weaknesses or recurring issues where appropriate

Requirements (Skills/experience)

  • Experience in risk management and reporting with the ability to operate across a broad array of stakeholders.
  • Regulatory Compliance – Deliver insightful and impactful risk and control reporting to business leaders to ensure regulatory expectations are met.
  • Support New Business & Product Growth – Provide business leaders with insight into the control environment to ensure that it supports growth.
  • Communication & Metrics – Focus on improving risk and control analytics, metrics, transparency, and communications
  • Strong judgement and critical thinking skills
  • Leadership skills to manage a team in an effective way
  • Ability to prepare and present data in a way that is understandable to our business
  • The ability to work independently and challenge effectively
  • The ability to build strong relationships
  • Driven and willing to take on responsibility for delivering initiatives
  • Ability to present complex technical issues to stakeholders through Reporting and MI
