12 Month Fixed Term Contract / Secondment Opportunities
Hackney is one of the most dynamic and progressive local authorities in the UK. We are a resilient, vibrant, and creative borough in the heart of London, with strong, diverse communities and a powerful set of shared values.
Over the past twenty years, the Council has built up first-class services, outstanding public infrastructure, and a reputation for excellence, innovation, and ambition. We are leading the way on essential work such as our fight for equity in Hackney with a particular focus on becoming an actively anti-racist borough. But the work doesn’t stop there, we are proactive in our approach to bringing fairness to all aspects of life including gender, neurodiversity and across the poverty divide.
Our Service
The Corporate Capital Projects Delivery Team works in close synergy with the Technical Services Team (Hard Facilities Management) to deliver a diverse range of capital investment projects across Hackney Council’s corporate property asset portfolio. While we deliver large standalone capital projects requiring full professional design teams, we are equally agile in executing small-to-medium-sized capital works.
For the past few years, our team has been tasked with reviewing various buildings based surveys across the Council’s non-housing, non-education, non-leisure, and non-parks estate. Our core mission is to proactively address outstanding asset remedial works. We sit at the heart of a critical, high-priority multi-million pound Health & Safety Compliance remedial works programme profiled over the next 5 to 10 years.
We act as a trusted delivery partner for a number of internal clients, managing schemes across diverse property portfolios including operational buildings, Voluntary and Community Sector (VCS) sites, General Fund properties, and high-priority temporary accommodation managed by the Benefits and Homeless Prevention Service. To define and execute these projects successfully, our team collaborates seamlessly with internal colleagues in Finance, Planning, Procurement, Regeneration, and Highways.
To support the delivery of our growing portfolio, we are looking to appoint two Corporate Capital Project Managers on an initial 12-month fixed-term basis.
The role
In this role, you will report to the Senior Corporate Capital Project Manager. You will take direct responsibility for a portfolio of capital projects, with a core focus on driving forward our risk-assessed Health & Safety compliance and remedial works. You will take responsibility for managing medium to large refurbishment works and assisting service areas to prioritise their own investment.

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?
Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.
Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.

You will be the Council’s representative on key projects from inception through to operation, assisting in the procurement of professional consultancy advisors, liaison with stakeholders, the selection of contractors, and ensuring strict adherence to time, quality, and budget. You will take a proactive role in leading initial feasibility processes, managing capital budgets, supervising contract procurement, and drafting robust corporate reports and business cases for senior leadership. As the primary point of contact for your portfolio, you will regularly report to senior officers on the progress of your schemes.
To hit the ground running in this fast-paced environment, you must have significant demonstrable experience delivering construction, refurbishment, and repair projects within a comparable multi-site environment. You will bring a strong track record of project managing, regulatory compliance, and remedial works schemes safely and efficiently.
Professionally, you will hold a relevant degree or postgraduate qualification (or demonstrate significant equivalent experience working at a senior level in Capital Programmes), alongside a professional qualification in a building-related discipline (MRICS or MCIOB) and a recognised Project Management qualification. A NEBOSH certificate or diploma is highly desirable.
You must possess excellent financial acumen, with proven experience controlling significant project budgets, monitoring expenditure against spend profiles, and evaluating public sector procurement methodologies to secure value for money. Finally, exceptional diplomatic, written, and verbal communication skills are paramount; you must be comfortable establishing positive relationships, writing formal corporate reports, managing external contractors, and confidently engaging with senior officers.
