Corporate Health, Safety, Environment and Training Manager

Reporting to: Managing Director
Location: London Head Office, with regular travel to UK project sites
Employment type: Full-time, Permanent

About PipeWize

PipeWize Ltd is a growing mechanical and industrial contractor delivering coded welding, pipefitting, mechanical installation, lifting and rigging services across major construction, energy, nuclear, manufacturing and renewable-energy projects.

We are seeking an experienced Corporate Health, Safety, Environment and Training Manager to provide strategic leadership across our corporate operations and project portfolio. The successful candidate will establish consistent standards, strengthen our safety culture, ensure legal and contractual compliance, and oversee the competence and development of our workforce.

Role Purpose

The Corporate Health, Safety, Environment and Training Manager will lead PipeWize’s HSE and workforce training strategy across its corporate operations and project portfolio.

A key part of this role will be developing PipeWize’s internal training capability and supporting the company in becoming and remaining an approved training organisation or recognised training centre. The postholder will ensure that all training, assessment, quality assurance and certification activities meet awarding-body and industry requirements.

Key Responsibilities

Training and Competence Management

  • Develop and implement PipeWize’s corporate training and competence strategy.
  • Lead the development of PipeWize as an approved training organisation or recognised training centre.
  • Manage applications, approvals and ongoing compliance with awarding organisations and industry bodies.
  • Develop training policies, procedures, learner documentation and quality assurance systems.
  • Manage trainers, assessors and Internal Quality Assurers to ensure training and assessment standards are maintained.
  • Develop and review training programmes, lesson plans, learning materials and assessment processes.
  • Maintain accurate learner files, training records, competency matrices and certification evidence.
  • Coordinate internal and external audits, quality reviews and standardisation meetings.
  • Monitor learner progress, completion rates, assessment outcomes and feedback.
  • Ensure trainers and assessors are appropriately qualified, competent and regularly standardised.
  • Manage relationships with training providers, awarding organisations and industry bodies.
  • Coordinate ECITB, NVQ, apprenticeship, Connected Competence, CCNSG, CSCS, CPCS, IPAF, IOSH and other industry training programmes.
  • Identify workforce skills gaps and arrange mandatory, technical and role-specific training.
  • Monitor the expiry and renewal of workforce qualifications, cards and certificates.
  • Evaluate the quality, effectiveness and value of training delivered internally and externally.
  • Support the development of new training programmes aligned with PipeWize’s operational requirements.

Health, Safety and Environment

  • Develop and maintain corporate HSE policies, procedures, objectives and improvement plans.
  • Advise the Board and senior management on HSE risks, legal obligations and performance.
  • Ensure compliance with UK HSE legislation, CDM Regulations, environmental requirements and client standards.
  • Oversee risk assessments, method statements, COSHH assessments and safe systems of work.
  • Conduct project inspections, audits and management-system reviews.
  • Lead investigations into incidents, near misses and environmental events, including RIDDOR reporting where applicable.
  • Ensure suitable arrangements are in place for first aid, fire safety and emergency response.
  • Support the implementation and maintenance of ISO 45001, ISO 14001 and ISO 9001 management systems.
  • Exercise stop-work authority where an immediate or unacceptable risk exists.

Qualifications and Experience

Essential

  • NEBOSH Diploma, NVQ Level 6 in Occupational Health and Safety, or an equivalent qualification.
  • Proven experience working for or managing an approved training organisation, training centre or awarding-body-approved provider.
  • Experience developing or maintaining training-centre approval and compliance.
  • Experience managing trainers, assessors, Internal Quality Assurers and learner records.
  • Practical knowledge of training delivery, assessment, internal quality assurance and external audit requirements.
  • Experience developing training programmes, materials, policies and quality procedures.
  • Strong knowledge of UK HSE legislation and CDM Regulations 2015.
  • Full UK driving licence and willingness to travel regularly.

Desirable

  • Level 3 Award in Education and Training or equivalent teaching qualification.
  • Assessor qualification, such as CAVA, A1, D32/D33 or equivalent.
  • Internal Quality Assurance qualification, such as IQA, V1, D34 or equivalent.
  • Experience working with ECITB, CITB or other construction and engineering awarding organisations.
  • Experience preparing a training organisation for approval, audit or external quality assurance visits.
  • Chartered Member of IOSH or working towards Chartered status.
  • Environmental management qualification or IEMA membership.
  • ISO 45001, ISO 14001 or ISO 9001 Lead Auditor qualification.
  • Knowledge of apprenticeship, NVQ, grant-funded and competency-based training programmes.
  • Experience with mechanical installation, welding, pipefitting, lifting or rigging training.
  • Experience working on nuclear, energy or major infrastructure projects.
