Wages / Benefits

BASIC FUNCTIONS

Under the direction of the Jail Administrator, maintain security and ensure the safety of inmates and staff at the Carlton County Jail; observe and monitor inmate behavior and supervise and facilitate their daily living activities; maintain ongoing communication with those confined; enforce all rules, regulations, and policies of the facility.

Essential Functions

Inmate Management

  • Oversee inmates during job assignments, meals, recreation, extra duty, and visiting to ensure the security and safety of inmates and staff.
  • Observe, monitor, record and report any unusual inmate activity or behavior.
  • Conduct security check of buildings and grounds immediately adjacent around jail buildings to ensure that inmates are securely confined.
  • Search and observe inmates, living quarters, and work areas for contraband or weapons to ensure security.
  • Monitor inmate phone system for criminal activity and contraband.
  • Assess emerging threats and make timely decisions based on incomplete information in dynamic environments.
  • Utilize a combination of diplomatic skills, de-escalation techniques, and observations combined with knowledge of statutory elements and policy to assess dynamic situations involving persons who may include those suffering from mental health conditions, agitated persons, children, and persons with language barriers along with the potential presence of firearms, dangerous weapons, and/or dangerous substances, to determine proper course of action to ensure the safety of all present.
  • Enforce the prescribed disciplinary practice of the institution, reporting and reacting to rule violations, and applying appropriate sanctions.
  • Comply with applicable safety rules, laws, and practices; use proper safety equipment and procedures.
  • Intervene in emergency situations occurring at the Carlton County Jail such as fights, suicide attempts or fires by applying first aid, enforcing rules, restraining inmates, responding to calls for assistance, or by notifying proper authorities such as police, medical facilities, case workers or administration.
  • Administer first aid and CPR when necessary, record and distribute medicines, and carry out treatments and all other orders of medical personnel.
  • Deliver meals, mail, supplies, etc., to inmates.
  • Admit and orientate new inmates, issue clothing, secure property, inform of rules and direct to living areas and job assignments.
  • Book, process, identify and release inmates at the Carlton County Jail.
  • Escort inmates to and from various activities within the jail.
  • Staff the central control area in order to monitor and report on inmate behavior.
  • Control the flow of movement throughout the facility by operating an intercom system and electronically controlled doors.
  • Log shift activities, including incidents, and write reports describing incidents, disciplinary actions, etc.
  • May occasionally drive a county vehicle to transport inmates and supplies.
  • Back up other officers during critical situations.

Corrections Services and Administration

  • Prepare required records pertaining to the period of confinement and other jail records.
  • Answer inquiries over the telephone and at the counter pertaining to detention facility policies and individual prisoners as allowed by law and jail policies.
  • Present evidence and provide truthful testimony in court and before disciplinary boards on various cases.
  • Occasionally follow up with agencies using Work Release Program inmates; process any issues that arise with inmates in the program; answer any questions employers using the program may have.
  • Occasionally perform window and telephone reception.
  • Authorize professional and public access into and throughout the facility.
  • Screen, refer and direct clients, professionals, and visitors to appropriate agencies.
  • Provide information and referral as needed.
  • Perform data entry, filing, organization and control of inmate records and reports.
  • Perform inmate bank and account maintenance; handle inmate and staff mail process; coordinate bail bonds transactions; process court orders.
  • Query criminal histories as required for job duties.
  • Assist Jail Administrator with all mandated State and local reporting.
  • Notify crime victims in certain cases.

Qualifications

Education and Experience

  • High school diploma or equivalent.
  • Two (2) years post-secondary education preferred; Corrections/Law Enforcement education preferred.
  • Two (2) years of relevant work experience.
  • Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.

Training Required

  • Three (3) weeks (M-F) out of town Minnesota Sheriff’s Association Jail Academy completed within two (2) years from date of hire.

Certificates/Licenses Required

  • Valid state-issued driver’s license.
  • At full performance, must be certified in first aid, CPR, and AED.

Note: Applicant must be a minimum of eighteen (18) years of age. Applicant must successfully complete a comprehensive background check, physical exam, psychological exam, and drug screening.

Knowledge, Skills & Abilities Required at Entry

  • Knowledge of safety issues and proper safety procedures.
  • Knowledge of general office procedures and the operation of word processing equipment.
  • Skilled in human relations.
  • Ability to make decisions in crisis, emergency, or dangerous situations.
  • Ability to follow written and oral instructions.
  • Ability to communicate effectively, both orally and with legible writing.
  • Ability to fluently speak, read, write and understand English.
  • Ability to physically respond in an appropriate manner to violent and aggressive inmate behavior and diffuse potentially violent situations.
  • Ability to perform job duties under stressful conditions.
  • Ability to develop and maintain effective working relationships with supervisors, co-workers, inmates, other government representatives, the public, the media, all others and perform effective customer relations.
  • Ability to work independently.
  • Ability to set priorities and meet work deadlines.
  • Ability to keep accurate records and make detailed reports.
  • Ability to use discretion in the handling of confidential information.
