You’ll be responsible for:

  • Providing support to the Cost Management Lead in reviewing, developing, and implementing processes, procedures, and systems to be used in the planning, estimating, budgeting, funding, managing, and controlling of costs so that the project can be completed within the approved budget.
  • Providing support to ensure that the costing and estimating controls are being complied with across the project, including by the Project Delivery Partners and the appointed contractor(s).
  • Supporting in the carrying out of cost management and estimation across the programme and ensuring that there is a focus on accurate forecasting of out-turn costs and cash flow and a culture of mitigating estimated cost-overruns is embedded.
  • Establishing core cost and estimating process and procedures.
  • Coordinating and assuring the cost data across the portfolios.
  • Assurance of the governance processes across the monthly reporting cycle.
  • Implementing, training, and providing guidance on the new cost management processes.

You’ll need to have:

  • Minimum degree (or equivalent) in relevant subject area e.g., Engineering, Construction, Quantity Surveying is preferable but not required.
  • Minimum degree (or equivalent) in relevant subject area e.g., engineering, project management, cost and commercial/financial management etc.
  • 2 to 5 years’ experience in cost management and estimation and a proven track record of conducting in cost management and estimation in high value water projects or projects of a similar scale/complexity.
  • Knowledge of work with various types of contracting methods such as, Design/Bid/Build (DBB), Design Build (DB), Construction Management at Risk (CMAR), Guarantee Maximum Price (GMP) etc.
  • Experience with estimating software such as Candy, CostX, or similar. On-screen Take-Off and Acubid.
  • Experience of designing and implementing the costing and estimating frameworks within a PMO function.
  • Possess knowledge of construction procedures and procurement processes.

Skills/Behaviours

  • Strong knowledge of budgeting, cost control, and financial reporting.
  • Financial acumen for handling budgets, forecasts, cost control, and financial reports.
  • Strong numerical skills for accurate calculations and data analysis.
  • Strong ability to analyze data, identify trends, and make informed decisions based on financial and project data.
  • Good influencing skills to manage and motivate teams in support of delivery of high risk, value, and complex projects and programmes.
  • Ability to coordinate and organize multiple sources of reporting inputs/performance data and deliver project/programme reports as required.
  • An ability to work effectively in a team environment.
  • Excellent communication (both verbal and written) and interpersonal skills.
  • Ability to govern and drive outcomes to ensure high-quality service.
  • Proficiency in cost management and project management software.
  • Strong knowledge of Earned Value Management.
