Senior Cost Manager / Senior Quantity Surveyor – Major Infrastructure (Roads & Bridges)
Location: Bedford (3 days/week on-site)
Role Type: Permanent - Full Time
Salary: £60-67K plus £4500 car allowance
About the Role
We are seeking an experienced client-side roads, highways, and infrastructure cost management professional to join our team as a Senior Cost Manager / Senior Quantity Surveyor.
In this role, you will lead the commercial management and cost control for a critical Roads & Bridges package within a major UK development programme. As a core enabling package, this work sets the commercial standards for cost certainty, procurement discipline, risk management, and delivery culture across the wider programme.
What You Will Do
- Commercial Leadership: Oversee client-side commercial management for the Roads & Bridges package from design, estimating, and procurement through construction, handover, and close-out.
- Highways & Infrastructure Cost Assurance: Deliver commercial input across roads, bridges, earthworks, drainage, and utilities interfaces while ensuring compliance with UK infrastructure standards (including DMRB).
- Interface & Logistics Management: Manage complex commercial risks related to live highway environments, traffic management, logistics, and proximity to operational railways (including possessions and asset protection).
- NEC Contract Administration: Lead tender documentation, commercial evaluations, and ongoing contract administration under NEC frameworks (handling compensation events, early warnings, and change control).
- Stakeholder & Risk Management: Collaborate with key external stakeholders—including National Highways, Network Rail, local authorities, and utility providers—to capture interface risks within budget forecasts.
- Best Practice Delivery: Champion outcome-based delivery, value procurement, digital tools (BIM), modern methods of construction, and whole-life carbon awareness.

What We Are Looking For
- Proven Experience: Significant cost management/quantity surveying experience in client-side, consultancy, contractor, or public-sector infrastructure environments.
- Technical Expertise: In-depth knowledge of UK highways standards (DMRB), NEC forms of contract, estimating, Work Breakdown Structures, and cash flow forecasting.
- Interface Experience: Hands-on experience navigating live highways, construction logistics, and operational railway interfaces.
- Key Behaviours: A client-focused, collaborative mindset with the ability to manage complex workstreams independently and communicate effectively across multidisciplinary teams.
- Qualifications: Degree in Quantity Surveying, Commercial Management, Civil Engineering, or equivalent experience. RICS membership (or equivalent professional body) is preferred.

Work Pattern & Location
- Location: Bedford-based project role requiring a minimum of 3 days per week on-site.
- Team Alignment: Close collaboration with internal leadership, consultants, and client teams based across Birmingham and London.
