# Senior Cost Manager (NRM1/2) – Turner & Townsend (Health Programme)

About the Opportunity
Turner & Townsend has been appointed as the Programme Delivery Partner for a pioneering health initiative across the UK, focused on building and refurbishing hospitals to modernise healthcare access. Following the 2024 Government strategic review, secured funding has accelerated wave-based hospital schemes over five years.
As the programme delivery partner, we are assembling a capable team—including specialized roles within our Cost function—to deliver excellence across project, cost, programme, and technical domains.
We are now seeking a Cost Manager with expertise in NRM1/2, to play a pivotal role in shaping cost effectiveness and efficiency in the largest infrastructure programmes in the UK.

- NRM1/2 proficiency to generate accurate, consistent cost estimates and elemental cost plans, underpinning structured price management.
- Experience in transformation/major projects, navigating scale, complexity, and cross-stakeholder dynamics.
- Builds trust with internal/external groups to drive alignment and decisive outcomes.
- Advocates innovation and continuous improvement, solving challenges effectively without adversarial conflict.
- Demonstrates leadership, mentoring teams and resolving conflicts pragmatically.

Key Responsibilities
General Client Assurance
- Collaborate with Function Leads (Precontract, Post Contract, Data, Tools & Policies, and Risk) to embed cost management and estimating expertise.
- Cost assurance duties: Verify scheme compliance with the approved baseline, resolving commercial matters, managing risks, and validating data integrity.
- Drive rigorous cost predictability, championing excellence via adherence to client policies and processes.
- Produce high-quality outputs aligned with global cost management and estimating functions.
Client-Specific Functions

Tooling & Reporting
- Support adoption of client-developed tools, enhancing efficiency for future performance.
- Align reporting outputs with scheme-specific requirements, ensuring alignment with client tools, assurance mechanisms, and governance levels.

Stakeholder & Advisory Alignment
- Partner with Scheme Leads, Trusts, and their Advisors to maintain high compliance rates with policies and reporting frameworks.
- Engage regularly with Cost Consultants and Contractors to cultivate robust cost management procedures and advance commercial strategies.

Analysis & Commercial Decision-Support
- Provide detailed cost reports for commercial decision-making.
- Factor cost as part of risk management, balancing threats (budget deviations, delays) and opportunities (efficiency gains).

Governance & Change Management
- Support business case reviews, contributing cost-orientated input to governance stakeholders.
- Work with Delivery Project Leads to verify scheme costs and submit transparent reporting.
- Collaborate on change control, assessing cost implications of modifications as they arise.

Regional Health Sector Engagement
- Contribute to the UK national health programme team, influencing growth and domain expertise.
- Offer guidance and mentorship to regional teams, building internal capability.
- Participate in networking/brand-building events to promote Turner & Townsend’s healthcare sector capabilities.
Selected Qualifications & Experience
Must Have
- Measured skills in NRM1/2 cost planning and estimating, caused from extensive experience managing scope and budgets across project-types.
- Proven major project success record with proven ability to deliver projects of value (>£50万)and complexity.
- Expert-level stakeholder management, with a client-first mentality.
- Active CPD or qualification mounting (e.g., CIOB, ICE, or AICP).
Preferred (Bonus)
- Construction consultancy background or health sector work.
- Experience with digital project management tools (BIM, EPC, software platforms).
