Cost Manager (NRM1/NRM2 Specialist) – Healthcare Programme Delivery

Location: UK-wide (remote/office-based as required) Department: Real Estate (Cost Function) Company: Turner & Townsend

We have been appointed as the Programme Delivery Partner for a leading UK health programme, focusing on the construction and refurbishment of hospitals to enhance access to modern healthcare. Following a September 2024 government review, hospital schemes are being delivered in five-year waves, securing long-term funding.

As part of our Cost function, we are seeking a Cost Manager with extensive NRM1/NRM2 experience to support our national health programme team.


The Role

The ideal candidate will:

  • Work proactively across all programme areas to deliver excellence in cost management and estimating.
  • Have NRM1/NRM2 expertise, applying consistent methodologies for cost estimating, elemental planning, and financial assurance in capital projects.
  • Demonstrate experience in large-scale transformation programmes, ensuring financial discipline within complex environments.
  • Build strong trust with both internal and external stakeholders, resolving conflicts with a pragmatic and non-adversarial approach.
  • Lead with a "can-do" mindset, supporting continuous improvement and applying lessons learned across diverse stakeholder ecosystems.
  • Manage complex commercial challenges with calm professionalism.

Key Responsibilities

Your role will span client general, health sector specifics, and wider programme contribution:

Client General Duties
  • Work closely with Function Leads (Precontract, Post Contract, Data, Tools & Policies, and Risk) to provide cost management and estimating expertise.
  • Maintain cost control stance by verifying baseline approvals, conducting cost assurance reviews, and resolving commercial risks.
  • Drive adherence to client policies and standards, ensuring excellence in cost management outputs.
  • Deliver high-quality reports and outputs aligned with cost management tasks.
  • Collaborate with all programme stakeholders to ensure complete satisfaction with financial delivery.
Health Programme-Specific Contributions
  • Support tool and process adoption, including developing client products to enhance future performance.
  • Build trust-based relationships with Trusts, their advisors, and contractors, ensuring compliance with client processes and structures.
  • Develop cost savings and predictability strategies, aligning with client ambitions.
  • Engage with Trusts/consultants/Contractors to foster robust cost management and reporting.
  • Prepare detailed cost analyses for commercial decision-making, including stakeholder presentations.
  • Identify and manage both risks and opportunities in cost estimating.
  • Support governance structures, including input to business case reviews.
  • Assist in change control processes, assessing cost impacts of modifications.
  • Contribute to national health sector growth by mentoring regional colleagues, participating in networking events, and growing our health sector footprint.

Requirements

Qualifications & Experience

  • Essential:
    • Experience applying NRM1 or NRM2 methodologies across diverse project scales.
    • Proven track record in building cost management on high-value, complex programmes.
    • Strong stakeholder management skills with a client-focused approach.
    • Knowledge is advantageous (thoughcq not mandatory). Applicable professional qualifications are encouraged.
  • Desirable:
    • Experience in construction consultancy or healthcare/assay/lifesciences sector delivery.
    • Familiarity with digital project management/predictive software (e.g., Procure+, Construct_IM).
