Job Description
Turner and Townsend have recently been appointed as the Programme Delivery Partner for a leading health programme across the UK.
The programme aims to build and refurbish hospitals, improving access to modern healthcare. Following a strategic review in September 2024, the Government has rebalanced hospital schemes with secured funding in five-year waves.
As the programme delivery partner, we are mobilising a team with a range of professional and technical capabilities across project, cost, programme and other specialist roles.
**We are looking to fill the role of a Cost Manager with NRM1/2 knowledge and experience.

- Experience of NRM1 for preparing consistent and accurate cost estimates and elemental cost plans for capital building projects.

- Active supporter of continuous improvement and active learning across complex stakeholder environments.
- Experience in dealing with complex and challenging situations.
- Acts calmly to resolve issues and conflicts in a pragmatic, non-adversarial way.
- Team leadership and management.

Client General Responsibilities
- Work closely with function leads (Precontract, Post Contract, Data, Tools & Policies, and Risk) to provide cost management and estimating expertise.
- Support scheme delivery and maintain control of the approved baseline, including cost assurance, risk review, and verification of data.
- Ensure scheme performance by following client policies and driving excellence in cost management.
- Provide high-quality outputs aligned with cost management estimating function tasks and outputs.
- Deliver excellence across all activities, ensuring complete satisfaction of client and wider stakeholders.
Client Specific Activities
- Contribute to the adoption of all client-created tools and products, supporting future enhancements.
- Build a strong relationship with scheme leads, trusts, and their advisors, ensuring compliant with client processes, tools, assurance, and products.
- Help develop client initiatives and tasks.
- Support the client’s cost savings ambitions and cost predictability improvements.
- Engage with Trusts, their Cost Consultants, and Contractors to maintain robust cost management and reporting.
- Provide detailed cost analysis and commercial decision-making support.
- Identify cost risks and manage opportunities and threats.
- Support business case reviews, including input to client governance.
- Assist Delivery Project Leads in verifying scheme cost status and reporting.
- Participate in change control, assessing cost impacts of modifications.

Regional Health Sector Involvement
- Engage with the national health sector team and Growth Plan.
- Provide guidance, mentorship, and support to regional team members.
- Participate in networking and professional development activities.
Qualifications & Requirements
- Proven NRM1/2 experience across projects of different scales.
- Relevant technical qualification with a track record in delivering major programmes of high value and complexity.
- Strong client-focused approach and excellent stakeholder management skills.
- Working towards or holding an applicable professional qualification (e.g., MRICS, MCIPS).
- Experience in construction consultancy, healthcare/life science projects, or digital software for project management would be advantageous.
