Cost Manager (NRM1/2) – Health Sector Programme Delivery Team

Job Overview
Turner & Townsend has recently been appointed as the Programme Delivery Partner for a leading UK health programme, focused on building and refurbishing hospitals nationwide to improve access to modern healthcare.
Following a strategic review in September 2024, the government has rebalanced hospital schemes with secure five-year funding waves. As the programme delivery partner, we are mobilising a team with diverse professional and technical expertise across project, cost, programme, and specialist roles.
We currently seek a Cost Manager with NRM1/2 knowledge and experience within our Cost function.

- Experienced in resolving complex, challenging situations with a calm, pragmatic, non-adversarial approach

Client General Responsibilities
- Work closely with cross-functional leads (Precontract, Post-Contract, Data, Tools & Policies, and Risk), providing expertise in cost management & estimating
- Support scheme delivery by:
- Maintaining approved baseline control (cost assurance)
- Resolving commercial matters, reviewing risks, and verifying data
- Ensuring alignment with client policies, driving cost management excellence
- Producing high-quality outputs for cost management & estimating functions
- Delivering exceptional service to fully satisfy client and stakeholder expectations
Client-Specific Activities
- Adopt and enhance client tools & products, including development and future performance improvement
- Collaborate closely with scheme leads, Trusts, and their Advisors to ensure compliance with processes, tools, assurance, and company products
- Engage in cost-optimisation initiatives, including:
- Predictability improvements
- Cost-savings realisation
- Engage with Trusts, Cost Consultants, and Contractors to develop and maintain a robust cost management framework
- Provide detailed cost analysis & reporting to inform commercial decision-making
- Identify and manage cost risks (threats and opportunities)
- Review business cases, contributing to client governance
- Support Project Leads in:
- Verifying scheme cost status and reporting
- Managing change control processes (including cost assessment of changes)
- Regional health sector involvement (to be discussed with the team)

Qualifications & Experience
✅ NRM1/2 experience across projects of varying scale
✅ Technical qualification with a track record in major projects & programmes (high value/complexity)
✅ Strong client-relationship focus with excellent stakeholder management skills
✅ Professional qualification (applicable to construction/strategic cost management) in progress or attained
✅ Advantageous experience in:
- Construction consultancy
- Healthcare/life science projects
- Digital software for project management
