This is part of the government’s five-year strategic review, rebalancing funding for hospital schemes in transformative waves.
Role Overview
As a Senior Cost Manager with NRM1/2 expertise, you’ll play a pivotal role in our Cost function—delivering excellence in cost management, estimating and assurance within one of the most significant health infrastructure programmes in the UK.
You’ll focus on:
- Mobilising a multi-disciplinary team
- Providing strategic cost leadership across programme delivery
- Ensuring compliant, value-driven outcomes
Core Responsibilities
Principal Accountabilities
- Actively foster a "One Business" culture, promoting collaboration, transparency and inclusive ways of working across the programme.
- Lead cost management & estimating functions across all project stages, ensuring consistency, accuracy and alignment with NRM1/2 methodologies.
- Take a strategic and proactive approach, delivering cost excellence in complex, large-scale programmes spanning healthcare infrastructure.
- Build trust and credibility with internal/external stakeholders as an influential cost partner.
- Contribute to continuously improved processes and lessons learnt, supporting a climate of active learning across technical, operational and commercial stakeholders.
- Demonstrate commercial acumen and assertive yet pragmatic problem-solving, resolving conflicts both on behalf of the programme and with external teams.
Client General
- Collaborate with Cost, Risk, Data, Tools & Policies, and Precontract functions to provide rigorous cost control, assurance and governance at a scheme/project level.
- Maintain the integrity of the approved baseline—ensuring controlled expenditure whilst enabling flexible cost management.
- Align all commercial activities with centralised client policies, driving high standards in cost management and financial risk mitigation.
- Deliver high quality, service-focused outputs, meeting the requirements of all programme stakeholders.

Client-Specific Deliverables

Tool adoption and innovation:
- Integrate client tools/products where appropriate, developing processes that support long-term predictability, efficiency and cost savings.
- Support the continual development of client initiatives and bespoke tasks throughout project lifecycles.

Governance & assurance:
- Actively participate in cost governance, providing evidence-based, managed risk insights for commercial decisions.
- Support revised business cases and governance reviews, including risk assessment considerations.
- Engage with multiple stakeholders (Trusts, advisors, contractors) to ensure consistent cost controls and mitigations are in place.

Commercial contributions:
- Provide detailed cost analysis, and financial verification to inform contract enforceability and project direction.
- Ensure robust data handling and rigorous challenge when reconciling contractual positions.
- Facilitate real-time decision-making where economic or contractual risks may arise, taking ownership of cost resolving solutions and mitigations.
Key deliverables against the national scheme programme

Regional engagement & knowledge exchange:
- Support our regional health sector team by offering strategic expertise, development pathways and mentoring opportunities.
- Contribute to the national health team’s shared growth plan and ongoing progress as a PEO.

Networking and advocacy:
- Engage with events, representing the function’s expertise and identities—positively networking to shape sector outcomes.
Minimum Qualifications & Experience
- Demonstrable working knowledge of NRM1/2 and its application across projects of diverse scale and complexity.
- Experience delivering urban renewal programmes on behalf of major public sector clients, balancing cost and commercial strategy whilst maintaining robust governance.
- Relevant technical or professional qualification (e.g. RIBA NC مك Poclicated membership, CIBSE, MICE, or CEng).
- Extensive understanding of healthcare facility investments and capital spend lifecycles or domain experience working within a groups of high-temperature projects.
- Proven strengths in financial quantifications and reporting, emphasizing values that align with strategic decisions.
- Ability to challenge contract positions and establish stakeholder trust while steering conflict/issues through clear communication and maintaining relationships.
