Role Overview
Turner & Townsend has been appointed as the Programme Delivery Partner for a transformative UK-wide health programme, focused on hospital construction and refurbishment. This initiative enhances access to modern healthcare, with government-backed funding secured in five-year waves post-strategic review (September 2024).
We are seeking a Cost Manager (NRM1/2) to lead within our Cost function—critical to delivering accurate cost management, estimating, and programme-wide financial oversight.

- Apply NRM1/2 methodology to generate consistent, high-precision cost estimates and elemental plans, supporting structured cost governance.
- Experience in large-scale transformation programmes (preferably with complexity and scale).
- Build trust with diverse stakeholders (internal and external), fostering relationships marked by professionalism and responsiveness.
- Champion continuous improvement and knowledge-sharing within high-stakes environments.
- Navigate challenging situations with composure, mediating conflicts pragmatically and non-adversarially.
- Leadership in team dynamics, with clear accountability across cost and financial oversight.

Client General Responsibilities
- Collaborate with function leads (Precontract, Post Contract, Data Tools & Policies, Risk) to embed cost disaster management expertise.
- Baseline assurance: Monitor budget adherence, evaluate commercial risks, verify data integrity, and resolve disputes.
- Enforce client policies for robust cost management, ensuring alignment across tasks and stakeholder expectations.
- Drive excellent quality outputs—through cost estimation, financial verification, and compliance with pivotal tools/products.
- Deliver satisfaction beyond expectations, with consistent excellence for all stakeholders.
Client-Specific Activities
- Tool/product adoption: Guide integration of client-led systems (e.g., digital project management tools), ensuring scalability and efficiency gains.
- Stakeholder partnership: Establish close ties with Scheme Leads, NHS Trusts & Advisors, ensuring high compliance with processes, tools, and governance frameworks.
- Cost optimisation: Advise on cost-savings strategies, improve predictability, and support strategic decision-making.
- Collaborative governance: Lead-workshops with Cost Consultants, Contractors & NHS Trusts to maintain structural financial and reporting integrity.
- Data-driven decision-making: Provide detailed, actionable cost analysis for commercial decisions.
- Risk intelligence: Identify, assess, and document risks (threats/opportunities)—integrating findings to refine business cases.
- Risk management & change control: Support governance reviews, verify scheme progress, and assess impact of cost-driven changes.
- Ambition as add-on: Align with government-led recovery, while mentoring regional teams for upskilling and future engagement.

Regional Health Sector Involvement
- Active participation in national healthcare strategy initiatives.
- Mentor junior colleagues, implement regional training, and facilitate networking for brand growth.
- Representative role at both regional and industry events to strengthen our operational network and external reputation.
Requirements
Technical Expertise
- Demonstrable NRM1/2 proficiency for cost estimating/planning across projects of varying scope.
- Proven track record delivering high-value, high-complexity programmes—preferably in healthcare/life sciences construction.
- Construction consultancy experience is advantageous, particularly with digital software integration.
Qualifications
- Formal qualifications with a focus on built environment cost management (e.g., MCIBSE, FCIOB, Chartered Engineer endorsements).
- Wide-ranging professional alignment with recognised industry standards (e.g., family of national standards).
