Cloud Student Homes is a specialist operator and manager of Purpose-Built Student Accommodation (PBSA) and residential lettings, managing both student and residential properties across the UK. We are looking for a highly organised and proactive Council Tax Administrator to join our team, based in Salisbury.

This is a varied role combining responsibility for the day-to-day administration of council tax across our student accommodation portfolio with local administrative support for our Salisbury operations. You’ll be the key point of contact for council tax matters, working closely with local authorities, students, leaseholders, owners and internal teams to ensure records, exemptions, payments and liabilities are managed accurately and efficiently.

Key Responsibilities

Council Tax Administration

  • Manage the administration of council tax across a portfolio of student accommodation, including HMO/cluster flats and self-contained studio units.
  • Register and maintain accurate tenant and occupancy information with local authorities.
  • Process full-time student exemptions and applicable council tax discounts, ensuring supporting evidence is obtained and records remain up to date.
  • Liaise with local authorities to resolve billing, liability, exemption and arrears queries.
  • Notify councils promptly of changes in occupancy, room ownership and other relevant property information.
  • Act as the primary point of contact for council tax matters, providing clear and professional support to leaseholders, tenants, internal teams and local authorities.
  • Manage the council tax inbox, responding to enquiries promptly and ensuring communication is accurate, consistent and professional.
  • Arrange payment of confirmed council tax liabilities on behalf of leaseholders/owners where authorised, taking into account pooled and non-pooled room arrangements.
  • Maintain accurate records of council tax payments, balances, charges and adjustments.
  • Negotiate and manage council-approved payment plans for arrears, monitoring outstanding balances and ensuring agreed repayment terms are followed.
  • Work closely with the Client Liaison Team to ensure council tax charges, payments and adjustments are accurately recorded within the CRM.
  • Support the Operations Team with the collection, checking and recording of full-time student exemption evidence.
  • Prepare council tax reports and provide regular updates and information to senior management.

Salisbury-Based Administration

As part of the role, you will also provide practical administrative support to our Salisbury operations:

  • Collect post and parcels from our Salisbury Head Office at least twice a week.
  • Open, sort and review incoming post and parcels, identifying and prioritising important or time-sensitive correspondence.
  • Scan and digitise documents and distribute them to the appropriate teams or individuals promptly.
  • Manage and coordinate staff access to our Salisbury storage unit.
  • Support the wider team with general local administrative tasks as required.

About You

We’re looking for someone who is organised, detail-focused and confident dealing with people. You’ll need to be comfortable managing multiple properties, records and enquiries while ensuring deadlines and follow-ups are not missed.

You’ll ideally have:

  • Excellent attention to detail and strong organisational skills.
  • The ability to manage a varied workload and prioritise effectively.
  • Strong written and verbal communication skills.
  • Confidence communicating with local authorities, tenants, owners and internal stakeholders.
  • Good numerical and record-keeping skills.
  • Experience using CRM systems, databases or property management systems.
  • A proactive approach to resolving queries and following issues through to completion.
  • Good IT skills, particularly Microsoft Office.
  • The ability to work independently while also contributing positively to a wider team.

This role offers the opportunity to become an important part of our operational team, with responsibility for an area that directly supports the smooth running of our growing student accommodation portfolio.

Location: Salisbury, with regular local travel required

Role: Council Tax Administrator, 24 hours per week Mon-Friday.
