Job title: Council Tax Billing Technical Officer

Hours: Monday to Friday, 37 hours per week
Location: Sandwell Council House, Freeth St Oldbury B69 3DE

We are looking for an experienced and knowledgeable Council Tax Billing Technical Officer to join our Revenues & Benefits Service.
This is an excellent opportunity for someone with a strong understanding of Council Tax legislation and billing processes to play a key role in supporting service delivery, developing staff knowledge and ensuring compliance with legislative and operational requirements.
You will be part of a dedicated team, providing technical guidance and support to colleagues while helping to maintain high standards of accuracy, performance and customer service across the Council Tax Billing function.
The Opportunity:
- Provide technical expertise and guidance to colleagues within the Council Tax Billing Team.
- Support the team by maintaining up-to-date knowledge of Council Tax legislation, regulations and working practices.
- Help ensure the accurate administration of Council Tax accounts and billing procedures.
- Contribute to service improvement, staff development and the achievement of service performance standards.
- Support the delivery of a high-quality, customer-focused Revenues & Benefits service.
You will:
- Provide technical advice, guidance and instruction to team members on Council Tax legislation, procedures and operational practices.
- Maintain an up-to-date understanding of relevant legislation, regulations and policy changes, ensuring knowledge is shared across the team.
- Support the identification of staff training needs and assist in delivering training and development activities.
- Process and review complex cases, ensuring decisions are accurate and compliant with legislation.
- Deal with disputes, appeals and technical queries promptly, efficiently and accurately.
- Provide advice and information through written correspondence, electronic communication, telephone contact and face-to-face discussions.
- Personally manage complex or sensitive cases that require specialist knowledge.
- Monitor compliance with legislation, service standards and working practices, escalating issues where appropriate.
- Maintain records relating to system failures, procedural issues and compliance concerns.
- Liaise with customers, representatives, contractors and partner organisations to achieve effective outcomes.
- Support recruitment, induction, appraisal and development activities within the team.
- Deputise for the Team Leader or Supervisor when required.
- Contribute to service performance targets and continuous service improvement initiatives.

What We're Looking For:
- Experience of working within Council Tax Billing or a Revenues & Benefits environment.
- Strong knowledge of Council Tax legislation, regulations and billing procedures.
- Experience of providing technical advice, guidance or support to colleagues.
- The ability to interpret legislation and apply it accurately to complex cases.
- Excellent communication skills and the ability to explain technical information clearly.
- Experience of working with computerised Revenues and Benefits systems.
- Strong organisational skills with the ability to prioritise workloads and meet deadlines.
- Excellent attention to detail and commitment to accuracy.
- The ability to identify training needs and support the development of colleagues.
- A proactive, customer-focused and solution-oriented approach.
- The ability to work independently and collaboratively as part of a team.
