Counter Fraud Investigations
Join a newly established Counter Fraud investigations team at an exciting stage of its growth, with a real opportunity to shape how the function develops. You'll lead sensitive internal and external investigations and help build a trusted, high-performing service that protects our organisation, our residents and our assets.
What You'll Do
- Lead sensitive internal and external Counter Fraud investigations that are proportionate, well-evidenced and outcome-focused
- Deliver proactive and reactive casework across internal fraud, anti-money laundering, whistleblowing and other complex matters
- Carry out desktop investigations using relevant systems and tools to develop intelligence
- Use data matching, analytics and gap analysis to spot trends, emerging risks and control weaknesses
- Lead projects that strengthen our Counter Fraud response
- Give expert advice to colleagues and stakeholders on fraud risks, controls and investigation approaches
- Help create and update policies, procedures and guidance
- Deliver training and awareness activity to build a strong prevention culture
- Support day-to-day admin, including monitoring shared mailboxes and triaging referrals
- Help the manager develop and expand the investigations and prevention function
What You'll Bring
Essential:
- Proven experience of investigations and intelligence analysis in law enforcement, local government, financial services, housing or a similar setting
- Experience of investigating fraud, financial misconduct, AML, whistleblowing or other complex, sensitive matters
- AML investigation experience, including enhanced due diligence and submitting Suspicious Activity Reports to the NCA
- Knowledge of relevant legislation, including the Fraud Act, Prevention of Social Housing Fraud Act, PACE, Data Protection Act, Equality Act, RIPA and Proceeds of Crime legislation
- Experience of interviewing suspects and witnesses, assessing evidence and preparing witness statements for civil or criminal proceedings
- Confident using technology and digital tools for desktop enquiries and intelligence work, and open to new ways of working
- Strong analytical, report writing and communication skills
- Experience of contributing to projects, process improvement, policy development or training
- Ability to support and guide junior colleagues
- ACFS, PIP2 or equivalent qualification, or demonstrable equivalent investigative experience

Desirable:
- Financial investigation experience, such as asset tracing or recovery action
- Data matching experience, e.g. the National Fraud Initiative
- Use of NAFN, open-source intelligence and other lawful intelligence tools
- Social housing or tenancy fraud investigation experience
- Data visualisation skills (Power BI, Tableau or similar)
- Additional languages that support engagement with diverse communities
