About the Role
An excellent opportunity has arisen to join a diverse, ambitious and high-performing service within the Council’s Housing and Neighbourhood Service.
The Court and Procedure Team plays a central role within the Income Management and Financial Inclusion Team (IMFIT).
The team prepares and presents court cases to recover rent arrears, supports colleagues through training and development, analyses performance information, and improves procedures and ways of working to strengthen service delivery.
We are seeking a Court and Procedure Officer to join this positive and highly motivated team.
This is a challenging and important time for our tenants, with significant changes to the welfare system and continuing cost-of-living pressures. IMFIT is committed to providing an excellent service while maintaining effective rent and arrears collection—work that makes a direct and vital contribution to the Housing Revenue Account.
You will play a key role in helping IMFIT achieve its objectives.
Main Responsibilities
- Reviewing and developing procedures to support effective new ways of working.
- Contributing to the development and effective delivery of early-intervention and resident-support measures.
- Preparing and presenting court cases to enforce the Council’s Rent Recovery Policy in accordance with the Civil Procedure Rules.
- Reviewing and developing training materials, and delivering training to Council colleagues on rent policy, procedures and working practices.
- Collating and analysing information from a range of sources, producing reports and providing clear feedback to the Management Team.
- Working independently and collaboratively within a small team while contributing to the wider service’s objectives.

This role makes an important contribution to income collection and recovery, helping to protect the Housing Revenue Account. You will also support the continuous development of colleagues through training, regularly review procedures and working practices, and use current and emerging data to help shape how we deliver services to tenants.
Requirements
We are looking for a motivated, professional and enthusiastic candidate who can demonstrate:
- The ability to work effectively under pressure, solve problems and communicate confidently with a wide range of internal and external customers.
- Excellent planning and organisational skills, including the ability to manage competing priorities and meet key deadlines.
- The confidence and capability to update training materials and deliver engaging training to colleagues and partners.
- Strong attention to detail, with the ability to analyse data and information, identify trends, and highlight opportunities for improvement.
- Experience of building positive relationships with partners and working collaboratively to deliver improvements.
- Experience or knowledge of the legal processes involved in preparing and presenting cases would be advantageous, although it is not essential.

Benefits
Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.
If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
