CSA Construction Manager

Role Summary
We are seeking an experienced CSA Construction Manager to lead the Civil, Structural and Architectural construction delivery on the GC Data Centre Project.
The successful candidate will take ownership of the CSA scope from construction and installation through completion, snagging, commissioning readiness and final handover.
This is a senior site-based delivery role requiring strong experience in data centre or mission-critical construction, with particular emphasis on programme, quality, subcontractor management, coordination with MEP services and progressive area completion.
The CSA Construction Manager will be responsible for ensuring that all CSA works are delivered safely, to the required quality, in accordance with the project programme and fully coordinated with Mechanical, Electrical, Controls and Commissioning activities.
The individual must be highly delivery-focused, capable of managing multiple subcontractors and maintaining a strong site presence to ensure that reported progress reflects the actual physical position of the works.
Key Responsibilities
CSA Construction Delivery
- Take overall responsibility for the day-to-day delivery of the CSA construction scope.
- Manage and coordinate CSA subcontractors, supervisors, engineers and specialist contractors.
- The CSA scope may include:
- Structural steelwork
- Secondary steelwork
- Equipment support steelwork
- Concrete works
- Equipment plinths and housekeeping pads
- Blockwork and partitions
- Internal walls and ceilings
- Whitewall / cleanroom-type partition systems
- Doors and access systems
- Raised Access Floors (RAF)
- Floor finishes
- Roofing systems
- Cladding and external envelope
- Waterproofing
- Fire compartmentation
- Firestopping
- Builders' Work Openings (BWOs)
- Penetrations and making good
- Plant-room finishes
- Internal architectural finishes
- External works
- Temporary works associated with CSA delivery
Ensure works are delivered in accordance with the latest approved drawings, specifications, technical submittals, BIM information and project quality requirements.
Programme & Planning
- Take ownership of the CSA construction programme and ensure works are delivered against agreed milestone dates.
- Work closely with the Planning team to develop realistic and achievable construction sequences.
- Develop and maintain:
- Six-week look-ahead programmes
- Three-week look-aheads
- Weekly work plans
- Area completion plans
- Resource forecasts
- Recovery programmes
- Snagging and close-out plans
- Monitor subcontractor progress and productivity against the programme.
- Review manpower levels and ensure sufficient resources are deployed to meet project requirements.
- Identify delays and constraints early and drive corrective actions.
- Challenge subcontractors where progress or resource levels are insufficient.
- Develop recovery strategies where works fall behind programme.
- Provide accurate progress updates based on actual site completion, rather than reported percentage completion.
MEP & Commissioning Interfaces
- A key responsibility of the CSA Construction Manager will be ensuring CSA works support rather than constrain the MEP and commissioning programme.
- Coordinate closely with Mechanical and Electrical teams regarding:
- Equipment installation routes
- Plant access
- Equipment bases and plinths
- Structural supports
- Builders' Work Openings
- Service penetrations
- Raised Access Floor requirements
- Firestopping
- Ceiling interfaces
- Wall penetrations
- Door sizes and access requirements
- Plant-room completion
- Weatherproofing
- Permanent access and maintenance requirements

Ensure CSA areas are completed and released in accordance with the MEP installation and commissioning sequence.
Identify CSA activities that could affect:
- Equipment installation
- Energisation
- Mechanical completion
- BMS installation
- Commissioning
- Integrated Systems Testing (IST)
Drive these activities as priority works where they impact key project milestones.
Raised Access Floors
Where applicable, take responsibility for the management and coordination of raised access floor installations.
Ensure:
- Pedestal locations and fixing comply with approved details.
- Pedestals are correctly drilled, fixed and bonded where required.
- Stringers and supports are correctly installed.
- Floor levels and tolerances are maintained.
- Cut tiles are properly supported.
- Additional supports are provided around penetrations and heavy equipment.
- Load requirements are understood and communicated.
- Temporary loading and equipment movement across RAF areas are controlled.
- Completed floors are adequately protected from following trades.
- Underfloor areas are inspected and snag-free before final closure.
Coordinate closely with MEP teams regarding services installed below the RAF and ensure inspections are completed before access becomes restricted.
Builders' Work Openings & Penetrations
Take ownership of the coordination and close-out of Builders' Work Openings (BWOs).
Ensure:
- Openings match approved coordinated drawings.
- Penetration sizes and locations are suitable for installed services.
- Fire-rated walls and floors are correctly identified.
- MEP services are installed in a configuration that allows compliant firestopping.
- Non-compliant openings are identified early.
- Design queries are raised promptly where services conflict with tested firestopping details.
- BWOs are progressively released for firestopping.
Work closely with Mechanical, Electrical, BIM and Firestopping teams to prevent late-stage BWO and penetration issues.
Firestopping & Compartmentation
Manage the CSA interface with the project firestopping strategy.
Ensure:
- Fire-rated walls and floors are correctly constructed.
- Firestopping systems comply with approved tested details.
- Penetrations are appropriately prepared before firestopping.
- MEP services maintain required spacing and configuration.
- Engineering Judgements are obtained where installations fall outside tested details.
- Firestopping installations are inspected and documented.
- Fire compartmentation is maintained throughout construction.
Drive progressive completion rather than allowing firestopping to become a late-project close-out activity.
Structural & Equipment Support Coordination
Coordinate structural requirements associated with MEP equipment including:
- Equipment plinths
- Housekeeping pads
- Secondary steelwork
- Support frames
- Spreader steel
- Equipment goalposts
- Access platforms
- Maintenance platforms
- Plant support structures
Verify dimensions, loads, levels and interface requirements before fabrication or installation.
Ensure structural works are completed ahead of equipment delivery and installation dates.
Temporary Works
Coordinate CSA temporary works requirements in accordance with the project Temporary Works Procedure.
This may include:
- Temporary access
- Working platforms
- Scaffolding interfaces
- Temporary openings
- Edge protection
- Temporary supports
- Propping
- Equipment movement routes
- Temporary loading arrangements

Work closely with the Temporary Works Coordinator and relevant designers to ensure temporary works are properly designed, approved, installed, inspected and removed.
Design, Engineering & BIM Coordination
Work closely with Design, Engineering and BIM teams to ensure construction information is available ahead of the works.
Responsibilities include:
- Reviewing construction drawings.
- Reviewing coordinated BIM models.
- Checking constructability.
- Identifying clashes and interface issues.
- Reviewing technical submittals.
- Raising RFIs/TQs.
- Coordinating design changes.
- Ensuring subcontractors are working to current approved information.
Identify potential design issues before they become site constraints.
Logistics
Coordinate CSA logistics requirements including:
- Material deliveries
- Storage
- Crane lifts
- Hoist usage
- Access routes
- Equipment movement routes
- Loading restrictions
- Waste removal
- Temporary protection
- Working-area segregation
Ensure logistics activities are coordinated with MEP contractors and do not negatively impact critical construction or commissioning works.
Quality Management
Drive a strong right-first-time quality culture.
Ensure works comply with:
- Approved drawings
- Project specifications
- Inspection & Test Plans
- Approved materials
- Manufacturer requirements
- Relevant British Standards
- Project quality procedures
Coordinate inspections with QA/QC teams and client representatives.
Ensure inspections are completed progressively and accurately recorded.
Reject non-compliant works and ensure corrective actions are implemented promptly.
Snagging & Area Close-Out
Take ownership of CSA snagging and close-out.
Develop an area-by-area completion strategy and ensure works are progressively inspected and handed over.
The expectation is that areas are delivered fully complete and snag-free, rather than relying on large snagging exercises at the end of the project.
Manage:
- Contractor self-snagging
- Main contractor inspections
- Client inspections
- Outstanding works
- Defect rectification
- Final finishes
- Cleaning
- Protection
- Documentation
- Area handover
Maintain clear snagging trackers with responsible parties and agreed closure dates.
Health & Safety
Maintain the highest standards of health and safety throughout CSA construction activities.
Ensure:
- Approved RAMS are in place before works commence.
- Daily briefings and toolbox talks are completed.
- High-risk activities are properly planned.
- Work-at-height requirements are controlled.
- Lifting activities are properly coordinated.
- Temporary works are appropriately managed.
- Housekeeping standards are maintained.
- Access and escape routes remain clear.
- Contractors comply with site safety rules.
Maintain a strong site presence and intervene immediately where unsafe conditions or behaviours are identified.
Subcontractor Management
Manage CSA subcontractors against:
- Safety
- Quality
- Programme
- Manpower
- Productivity
- Documentation
- Housekeeping
- Close-out performance
Hold subcontractors accountable for agreed commitments.
Conduct regular progress reviews and ensure actions have clear owners and completion dates.
Escalate underperformance where necessary and implement recovery measures.
Reporting
Provide clear and accurate reporting covering:
- Current construction status
- Progress against programme
- Weekly achievements
- Planned activities
- Manpower
- Constraints
- Design issues
- Procurement issues
- Quality issues
- Snagging
- Area completion
- MEP interfaces
- Commissioning dependencies
- Recovery actions
