Job Summary
The CSOC Infra Team provides the lead, support, guidance and direction on the totality of CSOC's UK and overseas Estate.
The role will lead the CSOC Infrastructure Portfolio Team, supporting DH Infrastructure Plan in managing and delivering the Major and Minor Infrastructure Programme portfolios.
The post will take the lead in managing CSOC Infrastructure Risk as well as providing input in the Infra Command Planning and Performance regime.
The role will be the primary interface with the Infrastructure Finance Business Partner to manage the Infrastructure In Year and Strategic Planning Cycle Programmes.
This position is advertised at 37 hours per week.
Due to the nature of the role, job share arrangements may be considered, subject to the requirement that full-time hours are fully covered (or business needs are met).
The successful candidate will be expected to work a minimum of 5 working days in either Northwood, MoD Main Building or DIO Andover
Job Description
- To provide the lead within CSOC Infra in the development and implementation of Infrastructure planning and programming within SPC process.
- Act as the primary interface and Co-ordination for input and submission for the SPC, In Year Management and Infra Business Cases Approvals.
- Take the lead within CSOC Infra in managing the In Year management of the Major and Minor Works Programmes.
- To provide the lead for CSOC Infra in the development and management of the Major and Minor Works Programmes within the Command Infrastructure Delivery Plan (CIDP) and SPC process.
- Take the lead for CSOC in the management and development of Infrastructure Risk within the Command, and within the wider Infrastructure Enterprise.
- Provide the lead for CSOC Infra in the development and management of the Infrastructure Major and Minor Works Portfolio
- To provide the lead for CSOC Infra in the development, input and reporting within the TLB Command Strategy and Command Plan
- To manage and provide CSOC Infrastructure input into all Infra Enterprise Strategy and Planning Outputs.
- To provide the lead in CSOC Infra for the development of our Asset Management and Information Management capability
Person specification
Essential Criteria
- Must have proven track record or experience in the development, management and delivery of Defence Built Infrastructure
- An understanding of Planning and Management of Infrastructure Plans and Programmes through an Annual Budgeting Cycle, SPC Submissions, Balance of Investment, In Year Management and Forecast of Outturn process.
- Knowledge, and an understanding of the development, management and delivery of a Built Infrastructure Portfolio and Programmes
- Senior leadership skills including the capacity to work closely with and manage both Senior Military and civilian staff
Desirable Criteria
- Stakeholder Management and sound experience of working with and within MoD Head Office, Mil Command Headquarters, Sub-Commands and Defence Infrastructure Organisation.
- Understanding of the development, management and subsequent reporting of Performance within the Annual Defence Planning and Command Planning Process
- Demonstrate knowledge and understanding of Risk and Issue Management within Built Infrastructure
- Developed Vetting clearance is desirable. Candidates who do not currently hold this level of clearance will be expected to achieve this status within an agreed timeframe after appointment.
- Full Driving Licence
