Main Purpose
The culture & capability lead is a senior leadership role within the Operations function, responsible for shaping a high-performing, inclusive and future-ready workforce. Leading a small but high-impact team comprising a specialist Learning and Development Lead and five L&D Specialists, this role drives colleague engagement, leadership development, skills and colleague capability. You will embed purpose into our culture and capability strategy and empower teams to make a meaningful difference to customers’ lives.
Reporting directly to the COO and working closely with Senior Leadership, you will play a critical role in enabling the strategic priorities of the Operations function and the wider organisation. You will work with Operations colleagues to deliver on the cross skill, multi-skill resiliency strategy, embed a culture of continuous learning, leadership excellence and colleague experience aligned with our values and behaviours across the function.
Working with internal and external stakeholders, including the Operations Senior Leadership Team, you will shape the colleague engagement agenda, embed the Great Place To Work Objectives and Key Results as well as enabling the delivery of Operations strategy, through scalable, future-ready solutions.
You will be accountable for the training budget, balancing cost efficiency with investment in strategic initiatives that enhance colleague experience, capability and culture.
Key Responsibilities
Strategic Leadership
- Lead the Culture and Capability function within Operations, ensuring alignment with organisational strategy and Operational goals.
- Support the Chief Operating Officer in defining and delivering departmental plans and strategy.
- Sponsor and lead C&C transformation initiatives and projects, ensuring that best practice and the latest innovations are incorporated.
- Be accountable for the delivery of Operations’ Great Place to Work OKRs (Objectives and Key Results), ensuring they are embedded into team plans and tracked effectively.
- Drive progress against these objectives through targeted initiatives, stakeholder engagement and regular reporting.
Culture and Engagement
- Own and lead the development of an Operations-wide colleague engagement plan, informed by insights from WorkBuzz, Best Companies and other feedback sources.
- Ensure all departments within Operations have robust ACT plans in place, with regular reviews and support to drive meaningful improvements in engagement and culture.
- Be the trusted adviser to Directors, Heads of, Managers and Team Leaders, provide expert coaching and support with engagement and leadership challenges.
Capability Building and Future Skills
- Identify current and future capability needs across Operations and develop strategies to address gaps through targeted learning, upskilling and talent development.
- Partner with business leaders, SME’s and people team to ensure capability plans are aligned with operational transformation and future workforce requirements.
- Connect and engage external industry experts and professional bodies such as Financial Services Skills Commission and PMI to ensure our organisation is always on, meeting regulatory requirements and future ready.

Financial Management
- Forecast and manage area budgets ensuring cost efficiency through proactive management of recruitment, productivity, performance, process efficiency, and shrinkage.
People Leadership
- Lead purpose-driven, high-performing team, creating a stronger connection between individual contributions, customer outcomes and People’s Partnership purpose.
- Develop and inspire team by building a high-performing culture through performance frameworks, training, and engagement. Schedule monthly 1:1’s, regular team meetings, regular coaching and feedback in line with company policies.
- Empower colleagues with future-ready specialist skills, combining technical skills and expertise with soft skills to elevate service standards.
Data & Insight
- Develop strong collaborative partnership with Assurance and Enablement and Continuous Improvement Teams for data-driven insights that define and monitor key metrics to evaluate the effectiveness of culture and capability initiatives.
- Use data and feedback to drive continuous improvement and demonstrate impact.
- Use data analytics to identify trends, improve L&D service delivery, and enable strategic decision-making.
Regulatory & Risk Management
- Maintain trust and integrity by embedding a culture of governance, risk and controls across all Transfers Processes.
- Ensure technology adoption aligns with existing and evolving regulatory requirements.
- Uphold Consumer Duty Principles and ensure compliance with regulations including Vulnerable Customers, and internal policies.
- Adhere to Company Risk Management policy and procedures, including reporting of incidents or breaches.
- Apply and promote Treating Customers Fairly (TCF) culture and principles, together with the organisation’s behaviours and values.
- Adhere to Company Diversity & Inclusion policy.
