About The Role
The Emergency Services Network (ESN) is a huge strategic priority for BT and our commitment to do the best for our customer and our country. ESN will be one of the most advanced Emergency Services Networks in the world. and BT is proud to the official supplier providing mission critical and trusted communications for Britain’s Emergency Services. The ESN will replace the existing Airwave network and building upon on EE’s existing 4G network and to provide essential new voice, data services, and critical communications services to 300,000 members of frontline emergency service users.
The ESN programme is a key part of BT Business strategy and is a major Government Programme. Our Emergency Services customers demand the right ESN products to carry out their essential duties, saving lives and keeping us safe. This job is essential to ensuring that EE meets its ESN obligations, hitting programme milestones on time and to budget, whilst working as part of a complex eco-system of stakeholders across BT, other ESN Suppliers, The UK Home Office, and ESN User Organisations. To achieve this BT/EE will need to continually improve, and in some cases transform, how it operates in support of ESN. The availability of the network is a matter of life or death to the Emergency Services, and they must have confidence in the confidentiality and integrity of their communications and operations. With these requirements in mind, we must build and maintain effective security controls to prevent and detect a wide range of cyber and physical threats.
As a Cyber SOC Specialists for the Emergency Services Network (ESN) you’ll be collaborating with colleagues across Cyber Operations right through to the ESN team. This role is responsible for responding cyber and physical incidents on behalf of ESN. This includes contributing to the overall ESN Security Management Plan, and other Security Processes – by ensuring effective security incident management within the Programme.

You will be required to undergo National Security Vetting (BPSS) and may require SC clearance.
What You’ll Be Doing
- Responsible for ensuring BT/EE (On behalf of ESN) is defended against threat attack vectors, actors and their Tactics, Techniques, and Procedures (TTPs)
- To deliver rapid comprehensive and evidentially sound cyber security investigations
- Responsible for proportionate decision making and thorough documentation of actions completed on investigations, actions undertaken and decisions made on the appropriate case management system
- Identifying security threats to ESN and ensures the adequacy of processes and controls in place to mitigate them.
- Responsible for working across BT and Cyber Operations to effectively manage cyber security issues and incidents
- Support and maintain the ISO27001 standards, to assist Mobile Operations in maintaining their certificate for Protect BT that is in scope of the BT Business Support certificate LRQ0962885, and EE that is in scope of certificate 00025713
- Ensures the effectiveness of the Cyber operation to minimise the impact of cyber incidents to ESN (supporting BT)
- Contribute to continual improvement of ESN & BT's capability to operationally exploit tools and data to better protect ESN and support BT, its business and reputation
- To be a key contributor, advocate, and driver in supporting Cyber Operations in protecting BT - Which in turn supports ESN
- Contributing towards collaboration with partnerships with internal and external working groups (Global System for Mobile Communications Association G (GSMA)
- Contribute to Cyber Security SOC Area to ensure that the Cyber Operations and ESN are effective, agile, and responsive and that people, processes and technology are enabled to go beyond limits
- Carry out assurance activities to ensure compliance with logging and monitoring standard and work with wider teams to remediate non-compliance.
- Quality assurance checks and support for security analysts working on ESN related cyber incidents.
- Collate data and produce reports on a monthly basis to support the project. Reporting back to project team/ Government bodies.

Essential Skills / Experience
- Show that you have an understanding of mobile networks and mobile technology.
- Demonstrate that you have a familiarisation with legal frameworks and governing specialist cyber investigation techniques and evidential standards, understanding how to seek appropriate advice.
- Experience working and Influencing stakeholders both internally and externally at all levels.
Desirable Skills / Experience
- Calm & Decisive under pressure: effective at driving calm and effective response to cyber security issues
- Communication, Visual & Written skills: Very strong communication, visual & written skills.
- Technical Excellence: Industry leading technical expertise and knowledge of MITRE ATT&CK Framework TTP’s
- Building External Relationships: partnerships with other SOCs (peers, customers, and vendors).
