On behalf of The Home Office, we are looking for a Cyber Strategy Manager (Inside IR35) for a 6 month contract based remotely with occasional office travel required.
PLEASE NOTE: SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
Context
This requirement is for a short-term specialist contractor to provide delivery, analytical and coordination support to the Head of Cyber Strategy during the development of the Home Office Cyber Security Strategy, Cyber Resilience Strategy and future Cyber Practice Operating Model. The role will lead stakeholder engagement activities, support the production of strategy, governance and operating model deliverables and help maintain programme momentum across a critical cyber transformation programme.
As a Cyber Strategy Manager, your main responsibilities will be:
- Building relationships with key stakeholders, facilitating engagements and workshops, and coordinating contributions from multiple teams and stakeholders to support the timely production of programme deliverables.
- Facilitating stakeholder engagement sessions, driving consensus and delivering outcomes through influence across technical and non-technical stakeholder groups.
- Drafting, maintaining and quality-assuring supporting documentation, including but not limited to strategy papers, evidence analysis reports, governance products, analytical summaries, and progress meeting dashboards.
- Producing operating model artefacts and supporting materials, including process maps, RACI matrices, capability frameworks, stakeholder maps and governance models.
- Synthesising information from workshops, subject matter experts, existing reviews and programme activities into clear, structured and actionable outputs.
- Preparing briefing papers, presentations and senior leadership packs to support programme governance and decision-making.
- Conducting evidence gathering and analysis across existing policies, management information, risk assessments and reports to support strategy and operating model development.
- Maintaining programme documentation, action logs, trackers and version control to ensure consistency, accuracy and transparency across the workstream.
- Supporting governance and programme management activities to ensure effective coordination and delivery.

Essential:
- Excellent stakeholder communication and influencing skills, with demonstrable experience in bringing together diverse stakeholders through workshops and engagement activities, resolving competing perspectives and enabling collaborative progress towards a common goal.
- Experience in changing and improving across processes and organisational transformation programmes with demonstrable evidence in seeking and collating feedback and using it to reshape ways of working, roles and responsibilities and organisational designs to facilitate change.
- Experienced at delivering quality outcomes at pace, demonstrated though excellent coordination and prioritisation within complex environments with minimal supervision.
- Excellent verbal and written communication skills, demonstrated through experience producing high-quality presentations, briefings, dashboards and wider strategy artefacts.
- Strong analytical and problem-solving skills, with the ability to review, analyse and summarise quantitative and qualitative information from a range of sources and produce concise, evidence-based recommendations.
- Cyber security knowledge and understanding, demonstrated through a degree or professional experience in a cyber-related discipline such as cyber strategy, cyber policy, cyber assurance, cyber risk management, cyber resilience or other relevant domain.
