Client Details
Our client is a well-established housing organisation responsible for managing approximately 1,700 homes and 500 leasehold properties across a concentrated residential portfolio in South London. The stock includes purpose-built blocks, high-rise buildings, and Victorian housing stock, providing a varied and technically challenging environment.
Following a recent restructure within Property Services and continued investment in housing quality, compliance, and customer outcomes, the organisation is seeking an experienced Project Surveyor (Legal Disrepair, Damp & Mould) to join its growing Property Services team.
This is an excellent opportunity for an experienced Building Surveyor, Disrepair Surveyor, Damp & Mould Specialist, or Technical Surveyor to take ownership of complex disrepair, damp and mould, and building defect cases while helping to improve homes, reduce legal exposure, and deliver excellent resident outcomes.
Description
- Manage legal disrepair, damp and mould, and building defect cases across a residential housing portfolio.
- Undertake detailed property inspections to investigate reported disrepair, building defects, damp, mould, condensation, water ingress, and structural concerns.
- Produce high-quality inspection reports, schedules of works, specifications, photographic evidence, and technical recommendations.
- Prepare Scott Schedules and supporting documentation for legal disrepair claims.
- Provide expert surveying advice relating to the Landlord and Tenant Act 1985, Homes (Fitness for Human Habitation) Act 2018, HHSRS, and related housing legislation.
- Assess and diagnose all forms of damp and mould including condensation, penetrating damp, rising damp, hygroscopic damp, construction defects, and water ingress.
- Ensure compliance with Awaab's Law requirements and damp and mould response obligations.
- Monitor and manage disrepair cases from inception through to completion, ensuring timescales and legal requirements are met.
- Liaise with solicitors, legal representatives, insurers, contractors, consultants, residents, and internal stakeholders to progress cases effectively.
- Produce Part 35-compliant reports and technical evidence where required.
- Support court proceedings, tribunal hearings, and expert witness requirements where necessary.
- Monitor compliance with legal settlements, Tomlin Orders, court directives, and agreed remedial actions.
- Prepare detailed repair specifications and financial cost estimates using NHF Schedule of Rates and other recognised pricing mechanisms.
- Oversee contractor performance, ensuring works are completed safely, to specification, and within agreed timescales.
- Conduct post-inspections and quality assurance checks to verify workmanship and compliance.
- Identify latent defects, structural issues, and historic construction-related concerns affecting building performance.
- Refer complex structural and latent defect matters to senior technical colleagues whilst providing supporting survey information and recommendations.
- Maintain accurate records across housing management, compliance, and asset management systems.
- Monitor trends relating to damp, mould, disrepair, and building defects to support strategic asset planning and investment decisions.

Profile
- Educated to HNC, HND, Level 5 qualification, or equivalent in Building Surveying, Construction, Property Maintenance, or a related discipline.
- Qualifications are desirable; however, significant relevant experience will be considered in place of formal qualifications.
- Proven experience managing legal disrepair claims within social housing, local authority, residential, or public sector environments.
- Extensive experience diagnosing and resolving damp and mould issues across occupied homes.
- Strong technical knowledge of residential construction methods and building defects.
- Comprehensive understanding of the Landlord and Tenant Act 1985, Homes (Fitness for Human Habitation) Act 2018, Defective Premises Act 1972, HHSRS, and Social Housing (Regulation) Act 2023.
- Understanding of Awaab's Law requirements and damp and mould compliance obligations.
- Experience preparing inspection reports, Scott Schedules, specifications, schedules of works, and technical documentation.

Job Offer
- Salary: £55k-£60k
