Data Analytics Specialist (Inside IR35)

About the Role

On behalf of the Ministry of Defence (MOD), we are seeking a Data Analytics Specialist for a 6-month contract. The role is hybrid working, based in Bristol, with occasional travel to London and Reading.

About the MOD

The MOD is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.

It currently manages approximately £20 billion of spend on capital investments in equipment and infrastructure every year. Over the next decade the MOD is committed to spending over £190 billion on equipment and support. The MOD’s customers include both the armed forces and national security agencies, and it has a diverse range of requirements, including military fighting vehicles, education services, nuclear submarines and facilities management.

Key Responsibilities

As a Data Analytics Specialist, you will play a critical role in helping the programme define, develop, and embed the analytics capability needed to support modern HR services across Defence.

  • Lead the definition and documentation of people analytics and workforce intelligence requirements across the DefHRS programme.
  • Work with business process teams to ensure reporting, analytics, and insight requirements are captured as part of process design activities.
  • Translate business workforce planning needs into detailed functional and data requirements for Oracle delivery teams.
  • Drive the design of analytics capabilities that support Strategic Workforce Planning processes and future workforce decision-making.
  • Work with workforce planners, policy teams, and business stakeholders to define workforce demand, supply, capability, and skills intelligence requirements.
  • Lead business engagement activities to identify and prioritise analytics, reporting, and dashboard requirements for Oracle Fusion Data Intelligence (FDI).
  • Work with technical and architecture teams to translate business requirements into FDI solutions.
  • Work across HR domains including Recruitment, Talent Management, Learning, Workforce Management, Organisation Management, and Workforce Planning to identify common reporting and data requirements.
  • Facilitate workshops with business stakeholders to define future-state processes, measures, and insight needs.
  • Act as a key point of contact between business stakeholders, programme teams, and Oracle delivery partners on people analytics matters.
  • Build effective relationships across civilian and military stakeholder communities to support requirements gathering and design activities.
  • Gather, document, and maintain workforce data, reporting, and analytical requirements throughout the programme lifecycle.
  • Support the identification of data sources and data requirements needed to deliver future workforce planning and analytics capability.

Essential Requirements

  • An active SC Clearance is an essential requirement for this role, as a minimum you must be willing and eligible to undergo checks. (Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.)
  • Oracle HCM, ERP, and Analytics Experience - Demonstrable experience of delivering people analytics, reporting, or workforce intelligence capabilities within large-scale Oracle Fusion HCM and/or ERP implementations, including translating business requirements into analytics and reporting solutions.
  • Oracle Fusion Data Intelligence (FDI) Knowledge - Strong understanding of Oracle Fusion Data Intelligence (FDI) (and/or equivalent ERP/HCM analytical tooling) including dashboards, reporting, analytics design, data models, extensions, and the development of business requirements for enterprise reporting solutions.
  • Large Scale Transformation Delivery - Experience operating within complex, multi-stakeholder business transformation programmes, leading requirements gathering, process design workshops, and solution development across multiple business functions and organisational boundaries.
  • HR, Workforce, and Data Domain Expertise - Strong understanding of HR processes, workforce management, organisational data, and people analytics, with the ability to define meaningful metrics, reporting requirements, and workforce insights that support business decision-making.

Desirable Requirements

  • Strategic Workforce Planning Experience - Experience supporting the design or implementation of Strategic Workforce Planning, workforce modelling, skills analysis, capability planning, or workforce forecasting processes. The DefHRS Strategic Workforce Planning design includes workforce evolution, capability planning, and future workforce analysis.
  • Defence, Government, or Regulated Environment Experience - Experience working within Defence, Government, or similarly complex and highly regulated organisations, balancing diverse stakeholder interests across multiple workforce groups.
  • AI and Advanced Analytics Experience - Knowledge of AI-enabled analytics, predictive workforce insights, machine learning, or advanced analytical techniques, and their practical application within workforce planning and people analytics solutions. Oracle FDI includes AI-powered analytics capabilities.
  • Data Integration and Enterprise Reporting - Experience working with enterprise data architectures, data migration activities, or integrated reporting solutions spanning multiple systems, data sources, and organisational functions. The current analytics design anticipates integration of Oracle and non-Oracle data into a broader workforce intelligence capability.
