About Us:
THE EXTRAORDINARY STORY OF THE IMPOSSIBLE DREAM Housing and Commercial Partnerships in Westminster City Council is a world of extraordinary stories. Where people use their vision and commitment to open doors for the next generations.
Nothing beats the feeling of helping someone find their passion. At Westminster City Council, our City Lions team helps young local people engage with culture, creativity and dreams. When they came across a lonely, isolated 16-year-old who called himself a failure, they knew what to do. They worked 1-2-1 to find the thing this boy really loved. YouTube, it turned out. But it’s impossible to turn that into a career, right? Wrong. A week later, he was enrolled on the British Film Institute film-making programme. It was the ultimate light-bulb moment. And it turned him into what he is today – a budding Spielberg with a world of opportunity at his feet.

The Role:
As Data and Performance Manager with our high profile Housing Needs service you can make your own powerful contribution to Westminster’s success. Focused on ensuring that data, insight and business intelligence drive operational performance, you’ll support strategic decision making across our homelessness, rough sleeping, housing and temporary accommodation services. Providing inspirational leadership on data quality, performance management, business intelligence and statutory reporting, you’ll lead the development, implementation and continuous improvement of performance frameworks, ensuring your senior colleagues have timely and accurate data to inform their decision making.
Acting as the service lead on performance data, and committed to promoting a culture of evidence-based decision making, you’ll lead the analysis of qualitative and quantitative information to identify trends, risks, opportunities and improvements to the services we provide. We’ll also expect you to coordinate statutory, regulatory and performance returns to the Ministry of Housing, Communities and Local Government, the Greater London Authority and other stakeholders, support strategic projects, service transformation programmes and change initiatives, and develop effective relationships with internal teams, commissioned providers, partner agencies and elected Members.
You’ll have a range of additional responsibilities – these include leading on benchmarking, research and performance analysis to identify innovation and best practice, and promoting coordinated approaches to preventing homelessness and rough sleeping through the effective use of performance information and insights. You’ll also ensure commissioned services and providers adopt robust performance management arrangements and a person-centred approach to service delivery, and lead by example by supporting the development of a high-performing, inclusive and collaborative culture.

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?
Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.
Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.
