Job purpose
The Data Business Partner supports the adoption of data-informed decision-making across Homes England by acting as a key link between data teams and business areas. Working under the direction of the Senior Data Business Partner, the role helps turn data strategy into practical activity that improves how colleagues’ access, understand and use data.
The role focuses on engagement, communication and feedback to build data capability, strengthen governance awareness and embed a positive data culture that supports organisational priorities.
The role consistently demonstrates and embeds the values and behaviours in daily work, contributing to a positive and inclusive culture.
Job Description
Key accountabilities and responsibilities
- Act as a trusted partner to business areas, building strong relationships and helping colleagues understand how data can support better decision-making, performance improvement and delivery of organisational objectives.
- Support the delivery of the Digital and Data strategy by translating strategic priorities into practical actions, engagement activities and measurable business outcomes.
- Promote the value, impact and benefits of data across Homes England, helping to build a positive data culture and encouraging greater adoption of data products, tools and services.
- Gather and analyse business needs, user feedback and stakeholder insights to identify opportunities, remove barriers to adoption and inform the development of data products, services and engagement activities.
- Monitor and analyse data culture, engagement and adoption measures, including Data Hub usage, community participation, event attendance, feedback and related insights, using findings to inform continuous improvement and maximise impact.
- Develop and deliver engaging communications, campaigns, events and activities that increase awareness, understanding and effective use of data across the organisation
- Create, maintain and continuously improve content across the Data Hub, Viva Engage and other communication channels, ensuring information is accurate, accessible and relevant to users
- Translate complex data and technical concepts into clear, compelling and meaningful messages that colleagues can understand and act upon.
- Promote proportionate data governance and stewardship practices, helping colleagues understand their responsibilities in relation to data quality, ownership, compliance and responsible data use.
- Collaborate with internal and external stakeholders to share good practice, capture evidence of impact, support cross-government engagement, and provide day-to-day direction and support to assigned team members where required.

Essential
Key skills, knowledge and experience
- Relevant experience in data, business change, communications, engagement or a related discipline, or an equivalent combination of qualifications and practical experience.
- Understanding of how data supports decision-making, performance improvement and organisational objectives.
- Experience of engaging and influencing stakeholders, building effective relationships across teams.
- Ability to translate complex or technical information into clear, accessible and engaging communications.
- Experience of developing communications, engagement activities, events or campaigns that support adoption and change.
- Experience of gathering and using business, user and engagement insights to drive continuous improvement.
Desirable
- Working knowledge of data governance, including data quality, stewardship and responsible data use.
- Experience of using collaboration and content management platforms such as SharePoint, Viva Engage or similar digital tools.
