Job Description

Job Purpose

The post holder will be instrumental in crafting and maintaining the security, compliance, and governance architecture across the Grant Management Group (GMG). They will also manage all contractual outputs and deliverables. This role includes setting benchmarks for data handling, cybersecurity, and risk mitigation to ensure a secure and reliable data landscape for all deliverables.

Collaborating with the Digital, Data and Technology (DDaT) team, Information Governance, and technical specialists, you will maintain UK GDPR and DHSC standards as well as Government requirements throughout all GMG activities. You will balance rigorous policy compliance with the necessity for innovative progress in artificial intelligence and automated analytics.

This role demands active involvement, playing a key role in encouraging a professional attitude of data stewardship and security-centered development across the GMG infrastructure and all contractual deliverables, with BI HUB as the main focus.

Key Responsibilities

GMG Governance & Operating Model

  • Build and implement the Data Governance Framework across the GMG and associated contracts, with the BI Hub as the priority delivery vehicle, including policies, standards, processes, and controls.
  • Set up governance frameworks, forums, and decision-making systems to promote data ownership, stewardship, and accountability.
  • Manage and refine the Data Management Operating Model for GMG and its contracts. Align it to the organisational strategy and DHSC contractual rules, focusing on the BI Hub.
  • Define and monitor governance benchmarks, maturity measures, and compliance reporting.
  • Serve as the BI Hub authority on Data Governance, Information Security and Compliance.

Data Security & Risk Management

  • Guide the application of security-by-design principles across BI Hub platforms and services as well as other platforms employed throughout the business unit.
  • Ensure adherence to UK GDPR, Data Protection Act, Cyber Essentials, NHS Data Security and Protection requirements, and relevant government standards.
  • Perform data risk evaluations and assist with Privacy Impact Assessments (PIAs) and Data Protection Impact Assessments (DPIAs) for the BI Hub and all other GMG platforms.
  • Lead remediation efforts for identified governance, security, and compliance risks across the BI Hub and broader GMG services.
  • Collaborate with Information Governance and DDaT teams to ensure secure data architecture and access controls.

Data Quality & Metadata Management

  • Define company-wide criteria for data quality, metadata oversight, and master data administration.
  • Carry out data quality monitoring and assurance procedures across BI Hub datasets and broader GMG data assets.
  • Develop and sustain business glossaries, data catalogues, and data lineage documentation.
  • Ensure data quality issues are identified, prioritised, and resolved through appropriate governance processes.

Regulatory Compliance & Information Management

  • Ensure all GMG activities and contractual obligations stay aligned with legislative and regulatory requirements, prioritising the BI Hub.
  • Support audits, assurance reviews, and external assessments.
  • Advise collaborators on data governance and information management guidelines.

AI & New Technologies Governance

  • Develop governance structures for analytics, automation, and AI solutions provided through the BI Hub and wider GMG initiatives.
  • Establish controls for ethical use of AI, model oversight, and responsible innovation.
  • Support risk assessment and assurance activities for advanced analytics and machine learning initiatives.
  • Monitor emerging legislation and guidelines relating to AI governance.

Qualifications

  • Comprehensive understanding of UK GDPR, Data Protection Act 2018, data and information governance frameworks, and security controls.
  • Experience implementing governance capabilities within large-scale data, analytics, or digital transformation programmes.
  • Experience establishing data ownership, stewardship, quality, and metadata management frameworks.
  • Understanding of risk management, audit, compliance, and assurance procedures.
  • Ability to translate complex governance and security requirements into practical business solutions.
  • Excellent written, presentation, and communication skills.

Desired Criteria

  • Professional certifications such as DAMA CDMP, TOGAF, or equivalent.
  • Experience implementing standard governance platforms.
  • Experience within healthcare, life sciences, research, public sector, or government environments.
  • Familiarity with data ethics, AI governance, and frameworks for responsible AI.
  • Experience assisting enterprise data catalogues, data lineage, and master data management initiatives.
