On behalf of Homes England we are looking for a Data Governance Lead (Inside IR35) for a 4 month contract. Remote working with potential office travel.

Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. We have the appetite, influence, expertise, and resource to drive positive market change, and our mission is to ensure more homes are built in areas of greatest need, improve affordability and create a sustainable housing market.

Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.

The postholder will be responsible for advancing data governance as part of the wider Data Architecture and Governance team within the Data & Analytics directorate. They will lead the development, implementation, and management of data governance frameworks, policies, and standards across the agency. They will support the wider organisation, working with Data Owners and Data Stewards to embed data management competencies and ensure the quality and integrity of data across the agency.

As a Data Governance Lead your main responsibilities will be:

  • Being an advocate for data governance and highlighting its importance across the business.
  • Leading the development and implementation of data governance frameworks, standards, and policies, to ensure data quality, integrity, and security across the organisation.
  • Aligning data governance with the organisation data strategy and future ways of working.
  • Collaborating with Data Owners and Data Stewards to establish and implement data management policies.
  • Working with DPO and Information Security to ensure compliance with appropriate policies and procedures.
  • Developing and maintaining metrics to measure the effectiveness of data governance policies, along with reporting on key metrics such as data accuracy, completeness, consistency, timeliness, and lineage.
  • Data profiling and data quality analysis in SQL database (Databricks)
  • Providing regular updates and reports on data governance activities to senior management.
  • Leading initiatives to improve data quality, data protection, and data lifecycle management.
  • Overseeing the maintenance and continuous improvement of the data governance framework.
  • Acting as a liaison between the Data & Analytics directorate and other business units to promote data governance best practices.

Essential:

  • Strong understanding of data governance frameworks and best practices.
  • Proficiency with data governance tools and platforms.
  • Experience with data quality management and data stewardship.
  • Familiarity with regulatory requirements related to data management and protection.
  • Strong analytical skills with the ability to collect, organise, analyse, and disseminate significant amounts of information with attention to detail and accuracy.
  • Excellent communication skills, both verbal and written, with the ability to effectively communicate with senior stakeholders and manage expectations.
  • Evidence of adaptability; able to learn new technologies and methodologies quickly.
  • Comfortable giving definition to ambiguous problems, can do this independently with limited guidance.
  • Strong leadership and team-building skills, with a focus on fostering a collaborative and inclusive team environment.
  • Problem-solving skills with a proactive approach to identifying and addressing issues.
  • Data profiling and data analysis in SQL database (Databricks would be preferable).
