Role: BCBS 239 Execution Lead – Collibra
Contract Role
Work Mode: Hybrid
Location: London
Key Responsibilities
- Lead the execution and delivery of BCBS 239 / RDARR initiatives across the organisation.
- Translate BCBS 239 principles into practical data governance, data quality, lineage, and control requirements.
- Drive remediation of BCBS 239 gaps and regulatory findings across data, governance, architecture, and reporting.
- Establish and maintain end-to-end data lineage from source systems through transformations and aggregation to risk reports.
- Define and document Critical Data Elements (CDEs), Critical Risk Data Elements, and associated business definitions.
- Establish clear data ownership, stewardship, and accountability across business and technology teams.
- Use Collibra to implement and maintain:
- Business glossary
- Data catalogue
- Data ownership and stewardship
- Data lineage
- Data policies and standards
- Data quality rules and controls
- Critical Data Elements
- Regulatory and risk data mapping
- Governance workflows
- Drive data quality remediation covering accuracy, completeness, timeliness, integrity, and consistency.
- Establish data quality KPIs, KRIs, thresholds, and monitoring processes.
- Support mapping of BCBS 239 principles and regulatory requirements to relevant data assets, controls, policies, and processes.
- Work with technology teams to identify and remediate gaps in data lineage and data aggregation.
- Coordinate with Risk and Regulatory Reporting teams to ensure that risk reports are supported by reliable, traceable, and governed data.
- Maintain evidence and documentation required for regulatory reviews, audits, and supervisory assessments.
- Track BCBS 239 remediation actions, milestones, dependencies, risks, and issues through to closure.
- Prepare management and senior stakeholder reporting on BCBS 239 progress, risks, gaps, and remediation status.
- Facilitate workshops with Data Owners, Data Stewards, Risk SMEs, Technology teams, and Regulatory Reporting stakeholders.
- Ensure governance processes are embedded into BAU rather than treated as a one-off regulatory exercise.
- Support internal and external audit queries relating to data governance, lineage, quality, and BCBS 239 controls.

Mandatory Skills & Experience
- Strong hands-on experience delivering BCBS 239 programmes / initiatives within a bank or financial institution.
- Proven experience in BCBS 239 / Risk Data Aggregation and Risk Reporting (RDARR).
- Strong understanding of the 14 BCBS 239 principles, particularly:
- Governance
- Data architecture and infrastructure
- Accuracy and integrity
- Completeness
- Timeliness
- Adaptability
- Risk reporting
- Supervisory review
- Strong Collibra expertise is mandatory.
- Hands-on experience with Collibra Data Governance / Data Intelligence platform.
- Strong experience with:
- Collibra Data Catalog
- Business Glossary
- Data Lineage
- Data Quality
- Data Ownership / Stewardship
- Policies and Controls
- CDE management
- Governance workflows
- Experience defining and implementing data governance frameworks.
- Strong understanding of data lineage and end-to-end data flows.
- Experience working with Risk Data / Regulatory Reporting environments.
- Strong understanding of data quality dimensions including accuracy, completeness, consistency, integrity, and timeliness.
- Experience managing regulatory remediation programmes and closing data governance/control gaps.
- Excellent stakeholder management skills with the ability to work across Risk, Finance, Data, Technology, and Regulatory Reporting functions.

Desirable Skills
- Experience with BCBS 239 regulatory remediation / supervisory findings.
- Knowledge of Basel regulatory reporting and risk management.
- Experience with Enterprise Data Governance frameworks.
- Exposure to data quality tools and frameworks.
- Knowledge of SQL and ability to understand data structures and data flows.
- Experience with other data governance / metadata management platforms.
- Experience working with large-scale banking data landscapes.
- Experience supporting regulatory audits and supervisory reviews.
- Knowledge of Data Management / DAMA principles.
- Collibra certification would be advantageous.
