Data Governance Specialist - Outside IR35 - Contract
We are looking for an experienced Data Governance specialist to lead the governance stream of a Data & AI Transformation for an Energy & Utilities client. Reporting to the Delivery Principal, you’ll work as part of a cross-functional team to extend the results of an assessment of a range of functions across related entities (including policy, construction, operations and trading) to define a clear Data Governance framework and the foundations of an AI Governance framework.
This is part of a programme of work, later phases including building the data solution, embedding the governance framework and an AI-focused transformation.
This is a hands-on role involving engaging key stakeholders, framework definition and embedding change.
What You’ll Do
- Extend an ongoing business-wide data assessment into a principles-based Data Governance Policy with underlying practical standards that can be adopted by the client
- Advise on how data governance responsibilities sit within the client’s evolving operating model
- Contribute to the client’s team topology and hiring strategy, from a data governance capability perspective
- Define the foundational principles of an AI Governance policy suited to the first phase of the client’s AI transformation
- Build trusted relationships with stakeholders to drive adoption and lasting change

What We’re Looking For
- Proven track record designing and implementation data governance frameworks and operating models in a mid-sized or complex organisation, ideally where no such governance framework existed previously.
- Comfortable turning open-ended assessment findings into a concrete plan; this is a synthesis and design role, not compliance-checklist exercise.
- Working knowledge of data quality frameworks, metadata management, data lineage tooling/approaches and master data management concepts.
- Familiarity with modern data platform patterns (e.g., lakehouse/medallion architectures) sufficient to align standards with data engineering plans
- Experience defining data ownership and accountability models and embedding them into a technical operating model
- Clear, concise written communication

Compensation
- £700-900 per day outside IR35
Dates
- Start date: 26/10/2026
- End date: 07/12/2026
Note: This is a 3-day-per-week contract, with 1dpw on-site in central London.
