We are seeking an experienced and highly knowledgeable individual to take on the role of Data, Intelligence & Insight System Manager. This key leadership position is responsible for the operational management, performance, development, and continuous improvement of the Welsh Patient Administration System (WPAS) service, ensuring the system effectively supports clinical and operational services across the organisation.
This opportunity is open to internal applicants only due to the requirement for extensive WPAS expertise, detailed understanding of existing organisational processes, and the need to provide immediate leadership within a critical service area.
Main Duties of the Job
The System Manager will lead the day-to-day management of the WPAS service, providing strategic and operational oversight to ensure the system meets the needs of patients, clinicians, managers, and administrative teams. The service is also responsible for patient correspondence which includes the patient letters generated by the system and the Health Board’s patient reminder service.
- Work collaboratively with clinical, operational, digital, and information teams to maintain system performance, support service delivery, drive improvements, and ensure compliance with organisational and national requirements.
- Act as the subject matter expert for WPAS, providing professional leadership and guidance on system functionality, service developments, data quality, and operational best practice.
- The ability to speak Welsh is desirable for this post; Welsh and /or English speakers are equally welcome to apply.

Detailed Job Description And Main Responsibilities
Key Responsibilities
- Lead and manage the WPAS team, ensuring delivery of a high-quality, customer-focused service.
- Provide expert advice on WPAS configuration, functionality, business processes, and service developments.
- Develop and implement system improvements to support organisational priorities and service transformation.
- Ensure robust governance arrangements are maintained, including data quality, system access, compliance, and risk management.
- Build and maintain strong relationships with operational, clinical, and digital stakeholders.
- Monitor service performance and implement actions to improve efficiency, effectiveness, and user experience.
- Lead on incident management, problem resolution, and service continuity planning relating to WPAS.
- Support strategic planning and future development of patient administration system services.
