Data Migration Lead (Inside IR35)

On behalf of the MOD we are looking for a Data Migration Lead (Inside IR35) for a 6 month contract. Hybrid working based in Bristol, with occasional travel to London and Reading.

Role Description

The Data Migration Lead will provide leadership and direction for the planning, coordination and assurance of HR data migration activity across the programme. You will be responsible for shaping and driving the approach to data cleansing, data mapping, attribute validation, reconciliation and migration readiness, ensuring activity is aligned to programme milestones, business priorities and the future Oracle Fusion application landscape.

Key Responsibilities

  • Lead the DefHRS approach to HR data migration, ensuring data analysis, cleansing, mapping, validation, reconciliation and migration readiness activity is planned, coordinated, resourced and delivered effectively.
  • Set direction for business data activity, translating programme outcomes and migration requirements into clear plans, priorities and deliverables that mobilise the right business resources at the right time.
  • Work with HR, digital, technical and delivery partner teams to agree data requirements, source system dependencies, target state requirements and migration assumptions, and to troubleshoot data-related issues during migration.
  • Establish clear ways of working, governance and assurance arrangements to support data accuracy, completeness, consistency and security.
  • Lead and coordinate business input into data analysis, cleansing and validation activity, ensuring the right subject matter expertise is engaged at the right time.
  • Oversee source-to-target data mapping and migration documentation, ensuring data cleansing processes, mapping rules, transformation logic and key decisions are documented, assured and understood.
  • Ensure robust validation and reconciliation activity is in place to confirm migrated data is accurate, complete and fit for business use.
  • Identify and manage data migration risks, issues, dependencies and discrepancies, escalating appropriately and driving timely resolution with programme, business and technical stakeholders.
  • Provide clear, evidence-based updates and advice to programme boards, senior stakeholders and delivery teams on data migration progress, risks and decisions.
  • Contribute to the development of data quality standards, controls and governance frameworks for the future HR system.
  • Work collaboratively across Defence, applying a One Defence mindset and building effective relationships across organisational boundaries.
  • Ensure confidentiality, security and appropriate handling of sensitive people data throughout migration planning and delivery.

Essential Criteria

  • An active SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. (Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.)
  • Experience leading or coordinating data migration, data management, data cleansing or data quality activity in a complex programme or transformation environment.
  • Strong understanding of data migration principles, including data profiling, cleansing, mapping, validation, reconciliation and cutover readiness.
  • Experience working with large or complex datasets, with the ability to identify data quality issues and turn analysis into practical action.
  • Experience establishing governance, controls or assurance arrangements to improve data quality, consistency and confidence.
  • Ability to lead through others, set direction, manage priorities and maintain delivery grip across multiple stakeholder groups.
  • Strong stakeholder management skills, with experience working across business, technical and delivery partner teams.
  • Ability to communicate complex data or technical issues clearly to non-technical audiences, including senior stakeholders.
  • Strong analytical and problem-solving skills, with sound judgement and the ability to make evidence-based recommendations.
  • Understanding of data protection, information security and the need to handle sensitive people data appropriately.
  • Confidence working in a changing programme environment, managing ambiguity, risks, issues and dependencies.

Desirable Criteria

  • Experience of HR data domains, such as employee records, payroll, benefits, talent management or learning and development.
  • Experience of working within a Shared Service environment or on the implementation of an Enterprise Resource Planning system, such as Oracle Fusion.
  • Experience of working in Ministry of Defence, particularly in Project Delivery or Military Personnel policy.
  • Agile delivery experience in a service or transformation environment.
  • Familiarity with data cleansing tools and techniques, such as Excel, SQL or data quality platforms.
