Data Programme Manager
Location: London / Horsham – Hybrid (3 days per week onsite)
Salary: Competitive
VIQU are partnering with a leading organisation seeking an experienced Data Programme Manager to lead a major data workstream within a large-scale transformation programme. This is a senior delivery role focused on creating a trusted, integrated and insight-driven data environment, with responsibility for shaping the data strategy, defining the delivery roadmap and leading complex initiatives across business and technology teams.
Key Responsibilities of the Data Programme Manager:
- Lead the data workstream within a major transformation programme, translating business challenges into clear, outcome-focused data initiatives.
- Define programme scope and priorities, breaking complex data initiatives into manageable deliverables based on business value.
- Own the integrated data delivery plan, managing milestones, dependencies, risks and critical-path activities.
- Define end-to-end data flows covering ingestion, curation, storage and consumption across business, operational and leadership teams.
- Drive the delivery of a consistent and accessible single source of truth for critical business data, aligned with enterprise architecture.
- Establish effective data management and governance, including ownership, stewardship, data quality controls and regulatory compliance.
- Define resource requirements, secure funding and manage budgets to support successful programme delivery.
- Build and lead multidisciplinary data teams spanning architecture, design, governance and engineering, while providing clear programme updates to senior stakeholders.

Key Experience Required of the Data Programme Manager:
- Proven experience managing large-scale data transformation programmes within Commercial Lines or Specialty Lines insurance.
- Strong ability to translate complex business problems into structured data solutions and executable delivery plans.
- Deep understanding of modern data platforms and ecosystems, including Azure, Databricks and Microsoft Power Platform, including Power Apps and Power BI.
- Strong knowledge of the end-to-end data lifecycle, including ingestion, transformation, storage and consumption.
- Strong programme management expertise covering milestone planning, dependency management and risk mitigation.
- Experience defining and managing funding models, resourcing strategies and delivery governance.
- Excellent senior stakeholder management and communication skills, with the ability to communicate programme progress, risks and delivery expectations clearly.
- Demonstrated success delivering through matrixed teams and creating alignment across business and technology functions.
