Job Description
Job Title: Data Quality Officer
Contract Type: Fixed term for 2 years
Salary: £37423 (£41363 is achieved after 12 successful performance in the role)
Working Hours: 35 hours per week, full time
Working Pattern: Monday to Friday
Location: Liverpool, Speke

The difference you will make as a Data Quality Officer
You will report to the Planning & Performance Manager, the Data Quality Officer will support the planning and delivery of projects and initiatives designed to improve the quality of data relating to the composition and condition of TRGs built assets (asset data).
About You
We are looking for someone with
- Experience of coordinating projects, programmes, survey activity, improvement initiatives or similar business support activity.
- Experience of maintaining action logs, trackers, risk and issue logs, meeting records, decision records or other project documentation.
- Experience of collating, transforming, checking, summarising and presenting information from multiple sources without reliance on Co-Pilot.

Role Profile
Asset Data Project and Programme Coordination
Provide coordination support for asset data projects, survey programmes and improvement initiatives managed by the Planning and Performance Team.
- Maintain project plans, milestone trackers, action logs, risk and issue logs, decision records and supporting documentation to provide clear oversight of activity.
- Track progress against agreed actions, milestones, deliverables and timescales, highlighting risks, delays, dependencies or unresolved issues to the Planning & Performance Manager.
- Coordinate meetings, workshops and working groups linked to asset data projects and survey programmes, including preparing agendas, capturing actions and following up agreed tasks.
- Maintain accurate records, trackers and progress updates that support robust and transparent oversight of projects, programmes and improvement initiatives.
- Ensure documentation is well organised, version controlled and maintained in agreed locations such as SharePoint.

Data Collation, Transformation and Analysis
Carry out data collation, transformation and analysis to support data quality improvement projects.
- Collate information from asset data sources, project trackers, survey programme updates, performance reports and stakeholder inputs.
- Transform, organise and prepare data so that it can be reviewed, compared, summarised and used to support project planning, delivery and review.
- Analyse information relating to the composition and condition of TRG’s built assets to identify patterns, gaps, exceptions, risks or issues relevant to data quality improvement activity.
- Prepare clear summaries, analysis notes and supporting evidence for the Planning & Performance Manager to use in reporting, planning and project scoping.
- Maintain analysis records, data extracts and supporting evidence so that outputs are transparent, traceable and capable of review.
Project Performance and Oversight
Monitor the performance of asset data projects, survey programmes and improvement initiatives against agreed milestones, outputs, timescales and actions.
- Maintain performance trackers and summary views that show progress, risks, dependencies, blockers and next steps.
- Produce clear progress commentary that explains delivery status, slippage, recurring issues and areas requiring management attention.
- Use project and programme information to highlight where further review, intervention or escalation may be required.
- Support the preparation of briefing materials, highlight reports and progress updates for the Planning & Performance Manager and relevant stakeholders.
- Help ensure oversight information is accurate, current and supports effective prioritisation, planning and decision-making.
Asset Data Management Policies, Processes and Guidance
Support the Planning & Performance Manager in the development and assessment of asset data management policies, processes and guidance documentation.
- Help document agreed ways of working for asset data collection, transformation, review, use, reporting and improvement activity.
- Review draft or existing policies, processes and guidance to identify gaps, inconsistencies, unclear responsibilities or areas requiring further clarification.
- Support the development and maintenance of templates, trackers, process notes and guidance materials that promote consistent asset data management.
- Help communicate agreed standards, expectations and process changes to colleagues involved in asset data projects, survey programmes and improvement initiatives.
Data Governance and Stakeholder Coordination
Represent the Asset Strategy Team on data governance working groups, contributing updates and raising relevant asset data project, ownership or quality matters.
- Liaise with the Information Governance Team on data ownership and quality matters, ensuring relevant issues, actions and decisions are captured and followed up.
- Build effective working relationships with colleagues across the organisation and external partners involved in asset data, surveys, reporting, planning or improvement activity.
- Coordinate inputs from multiple teams or stakeholders, following up information gaps and escalating unresolved issues where required.
- Support colleagues to use agreed templates, trackers, reporting routines and documentation standards consistently.
- Maintain confidentiality and handle information in line with data protection, information governance and organisational requirements.

Essential
Knowledge, Skills and Experience
- Experience of coordinating projects, programmes, survey activity, improvement initiatives or similar business support activity.
- Experience of maintaining action logs, trackers, risk and issue logs, meeting records, decision records or other project documentation.
- Experience of collating, transforming, checking, summarising and presenting information from multiple sources without reliance on Co-Pilot.
- Experience of using operational, property, asset, survey or management information to support reporting, planning, delivery or review activity.
- Ability to analyse information, identify patterns, gaps, exceptions, risks and issues, and translate findings into clear summaries or recommended actions.
- Ability to support the development, review or documentation of policies, processes, guidance, templates or standard ways of working.
- Strong organisational skills, with the ability to manage competing priorities, track actions and follow work through to completion.
- Clear written and verbal communication skills, including the ability to explain progress, risks, issues, evidence and actions in plain language.
- Confident user of Microsoft Excel, Word, Outlook, Teams and SharePoint.
- Strong attention to detail, with the ability to maintain accurate records, trackers, evidence and supporting documentation.
- Good interpersonal skills, with the ability to build effective working relationships, coordinate inputs and follow up actions constructively.
- Ability to handle confidential information appropriately and work in line with data protection and information governance requirements.
Desirable
- Experience of working in social housing, property services, asset management, compliance, repairs, planned works, stock condition surveys or a similar operational environment.
- Experience of supporting asset data projects, survey programmes, data quality improvement, service improvement, change activity or governance reporting.
- Experience of attending or supporting data governance working groups, information governance activity or data ownership discussions.
- Experience of using reporting tools, dashboards, databases or business intelligence platforms such as Power BI, Tableau or similar.
- Knowledge of data quality principles, data governance, data ownership, reporting standards or asset management information requirements.
- Understanding of project management approaches, tools or methodologies.
- Flexible and resilient, with a commitment to continuous improvement, effective governance and strong team delivery.
