Data Solution Architect

Whitehall Resources are currently looking for a Data Solution Architect.

This role will be Inside of IR35, so you will be required to use an FCSA Accredited Umbrella Company.

Key Requirements:

  • The Data Solution Architect will lead technical discovery activities to assess the feasibility of acquiring, integrating, governing and presenting third-party and government data within future One Income Tax Service (OneITS) products.
  • The role will provide architectural leadership throughout discovery, helping the Client understand the opportunities, constraints, risks and dependencies associated with pre-population of customer data, whilst ensuring alignment with OneITS strategic objectives, the MTD roadmap, Government Digital Blueprint principles, and enterprise architecture standards.

Key Responsibilities:

  • Lead the technical discovery of agreed third-party and government data sources, assessing their suitability, availability, quality and integration feasibility.
  • Define and document current-state and potential future-state architectural patterns for data acquisition, storage, management and consumption.
  • Identify technical risks, dependencies, assumptions and constraints associated with pre-population capabilities.
  • Collaborate with policy, security, legal and operational stakeholders to ensure discovery findings consider all relevant factors.
  • Support the development of evidence-based recommendations to inform future Alpha investment decisions.
  • Assess integration approaches including APIs, data sharing arrangements, event-driven architectures and batch processing models.
  • Define target-state architecture principles aligned to OneITS strategic direction and enterprise reuse opportunities.
  • Evaluate options for identity resolution, data matching, reconciliation and confidence scoring across multiple data sources.
  • Identify opportunities to establish reusable capabilities that can support multiple income types and future services.
  • Ensure alignment with existing platforms, strategic capabilities and future architecture roadmaps.
  • Work with security and governance teams to identify requirements relating to data protection, consent, privacy and regulatory compliance.
  • Support DPIA, security assessment and information governance activities where required.
  • Assess architectural implications of customer consent models and management of third-party data.
  • Provide guidance on data ownership, stewardship and governance responsibilities across participating organisations.
  • Work closely with Service Designers and User Researchers to ensure architectural decisions are informed by user needs rather than technology constraints.
  • Support exploration of customer interaction models relating to viewing, validating, correcting and authorising pre-populated information.
  • Contribute to service design activities by identifying architectural opportunities, constraints and dependencies.
  • Ensure proposed architectural approaches support joined-up customer journeys and future OneITS service ambitions.
  • Produce high-level architecture artefacts, integration patterns and technical assessments.
  • Support generation of the discovery roadmap, options appraisal and recommendations.
  • Provide architectural input into future Alpha scope definition and delivery planning.
  • Present findings and recommendations to senior stakeholders.
  • Collaborate with Enterprise Architects, Business Architects, Product Managers and Service Designers to maintain strategic alignment across OneITS initiatives.
  • Engage with external organisations, government departments and third-party providers where appropriate.
  • Support wider OneITS architectural activities, including capability mapping, dependency analysis and future-state planning.
  • Promote reuse before buy before build principles across all discovery activities.

  • Proven experience as a Solution Architect within large-scale public sector or enterprise transformation programmes.
  • Strong understanding of integration architecture, APIs, cloud-native solutions and modern data platforms.
  • Experience assessing and designing data acquisition, data management and interoperability solutions.
  • Knowledge of security, privacy and governance considerations associated with handling sensitive customer data.
  • Experience producing architecture artefacts, technical assessments and options appraisals.
  • Ability to communicate complex technical concepts to business and non-technical stakeholders.
  • Experience working in Agile, product-centric and multidisciplinary delivery environments.
  • Strong stakeholder management and facilitation skills.

Desirable Skills:

  • Experience of public services, tax platforms or wider government digital services.
  • Understanding of OneITS strategic objectives and Modernising Tax Delivery ambitions.
  • Experience with identity resolution, data matching, reconciliation or master data management approaches.
  • Knowledge of Government Digital Service standards and Government Digital Blueprint principles.
  • Experience working with third-party data providers, data-sharing arrangements or regulated data ecosystems.
  • Familiarity with event-driven architecture and enterprise integration patterns.
  • Experience supporting discovery and Alpha phases within government programmes.
