Job Summary
As a Debt and Invoicing Assistant, your primary purpose will be to support with the debt recovery activity, expenses and reconciliation and the role requires creating invoices for works carried out by Building Safety Regulator (BSR).
This is an exciting opportunity to work in HSE’s central finance division. A key aspect of the role is to deliver debt recovery activity working with both internal and external stakeholders. The role will also provide support for invoicing activity.
Part-time working hours are available for this role. We can accept part-time applicants who can commit to working a minimum of 30 hours per week.
Job Description
Key Responsibilities:
- Assisting with the generation of BSR (Building Safety Regulator) invoices.
- Processing and prioritising an allocation of debt cases involving contact with a full range of external customers via telephone, email and letter.
- Updating and interrogating HSE debt control system using Qlikview.
- Running daily reports in our HR internal and pay systems and completing forms to raise credit notes.
- Receiving and responding to both internal and external queries via Email and Telephone.
- Supporting the expenses lead on various tasks including targeted checks, requests for supporting receipts, etc.
Training Provided:
This post will require extensive knowledge transfer and training from the existing Bootle based team which will require attendance for 3-5 days per week during the training period.

Essential Skills And Criteria:
- MS Office skills, particularly Word and Excel
- Telephony experience
- Organisational and planning skills to manage your own workload
- Experience of working in a busy office environment
- Ability to work as part of a team
- Sound communication skills
Hybrid-Statement

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.

Selection process details
This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours and Experience.
Upon submitting your short application form, you will be invited to complete a Civil Service Verbal Reasoning Test.
Please complete the online tests as soon as possible, within 24-48 hours is recommended, to allow time to complete your full application.
If you successfully pass the test, you will then be invited to complete the final stage of your application.
You must complete the online tests and your full application form by 12:00 on 5th October 2026. If you fail to complete the online test and full application form before the deadline, your application will be withdrawn.
Important: There will be maintenance for online tests on Sunday 27th September 2026. This means you will be unable to access the online tests between 4pm and midnight. Your progress will be saved, and you will be able to continue once the tests are available again.

The sift will take place week commencing 5th October 2026, where you will be assessed on your Personal Statement and behavioural write up on the lead behaviour 'Managing a Quality Service.'

Interview information
Interviews will take place week commencing 19th October 2026, where you will be assessed on the behaviours detailed within the advert and experience based questions.
Interviews will take place in-person at our Bootle Office, Redgrave Court.
