Job Summary
The role of Defence Fire and Rescue (DFR) is to provide a central Departmental focus for all fire matters (outside of those responsibilities held by the Defence Safety Authority (DSA)). The Chief Fire Officer DFR is accountable to the Permanent Secretary for Defence (PS), via Director Support Air Command, for supporting Defence in its delivery of appropriate Fire Risk Management (FRM) that complied with statutory legislation and regulatory standards. As MoD's formal intelligent customer, and the Department's Senior Fire SMEs (Subject Matter Experts), DFR HQ is responsible for managing Defence's exposure to fire risk at the corporate level, ensuring that consistent and coherent advice on mitigating the business and capability risks posed by fire is available across the Department. DFR HQ is the focal point for all Departmental matters relating to FRM across the Defence, including on Defence Operations, and other synergistic activities which improve FRM and safety.
As the Station Manager (SM) Defence Fire Risk Management (FRM) Assurance Business Unit (BU) within the DFR HQ you are directly responsible to the Group Manager (GM) within the FRM BU for the delivery of Audit and Assurance (A&A) processes in accordance with DFR A&A policies and procedures.
This position is advertised at 42 hours per week.

Key Responsibilities of the Role Include:
- Delivery of DFR 2LoD A&A of the processes to deliver legally compliant, suitable, and sufficient Fire Safety Risk Assessments (FRA) on the Defence estate to include:
- Liaise with TLB Safety Centers / Defence Organisations to review and evaluate the suitability and sufficiency of FRA delivery within their AoR, providing support, advice, and guidance.
- Carry out focused assurance activity, as directed, to determine the suitability and sufficiency of FRM provision, in line with legislative, regulatory and Defence Policy standards.
- Liaise with Strategic Partners / Service Delivery Providers delivering FRM on the Defence Estate to support standardisation of FRA provision, in line with legislative, regulatory and Defence Policy standards.
- Attend Fire Safety Working Groups and forums to:
- Carry out 2LoD A&A of internal / external service providers carrying out FRM activities across the Defence Estate.
- Support Defence Organisations in 2LoD A&A fire safety training delivered by external training providers to Defence personnel supporting FRM provision within Defence.
- Liaise with internal BUs monitoring the delivery of FRM across the Defence Estate.
- Support the GM within the BU in responding to information requests in support of 3LoD A&A regimes relating to FRM within Defence.
- Support delivery of the DFR 2LoD A&A processes for safety critical activities in line with DFR Safety, Environmental & Management systems (SEMs) and policy.
- Staff, through the chain of command, A&A outcomes which identify risk to life and / or risk to strategic capability as a matter of priority.
- Support DFR A&A management of information system(s) to analyse data, identify trends and opportunities for improving FRM within Defence.
- Work with assurance teams to ensure fire safety findings, risks, trends and lessons are considered alongside operational findings, where appropriate. This will provide a clear overall picture of how well assurance is working across Defence.
- Undertake A&A activities, produce reports and provide advice to customers and service providers in support of achieving and complying with audit recommendations.
- Provide support, advice and guidance regarding the DFR A&A policies, processes and procedures to internal and external stakeholders.
- Where required support DIO fire safety activities.
- Support activities within the BU where directed.
- Undertake and maintain the development required to meet role specific captured within DFR FRMA Development Pathway and Continuous Personal Development (CPD) and wider Defence mandated development requirements.
- Support the development of partnering and interoperability arrangements through involvement in National Fire & Rescue and Emergency Services Sector working groups.
- Report, through the chain of command, any developments affecting the provision of FRM and F&R response within Defence and escalate any disagreements with service providers through the chain of command.

Person Specification
Eligibility:
This is a uniformed Defence Fire and Rescue Service Station Manager post available to current competent Station Managers, current competent Watch Managers on promotion, or an individual who can demonstrate the correct Fire Service competencies, experience and evidence of operating as a substantive Watch Manager (or higher) in a UK Fire and Rescue Service (Military Equivalent – Sgt / PO).
Essential Skills:
- Full UK Driving Licence
- Incident Command Level 1 / Further Training 2.
- Fire Safety Level 4 Certificate.
