Redwood Strategy Group is searching for multiple Defense Travel SME to support the U.S. Army’s Financial Improvement (AFI) Program.

Government Travel Program Administration

  • 3 to 5+ years of experience administering or supporting a Government Travel Charge Card (GTCC) program in a DoD, federal civilian agency, or comparable public-sector environment.
  • Experience managing both:
    • Individually Billed Accounts (IBAs)
    • Centrally Billed Accounts (CBAs)
  • Knowledge of the Defense Travel System (DTS) and government travel regulations.

Delinquency and Account Management

  • Experience monitoring, tracking, and resolving delinquent travel card accounts.
  • Working directly with cardholders, supervisors, Agency Program Coordinators (APCs), and financial management personnel to address overdue balances.
  • Conducting account reviews, suspension monitoring, reinstatement actions, and escalation procedures.

GTCC Program Oversight

  • Experience serving as an Agency Program Coordinator (APC) or supporting APC functions.
  • Managing card issuance, maintenance, account closures, and spending controls.
  • Developing and implementing internal controls to ensure compliance with DoD regulations and agency policies.

Access and System Administration

  • Experience administering user access to GTCC-related platforms and systems, such as:
    • CitiManager
    • U.S. Bank Access Online
    • Defense Travel System (DTS)
    • Other travel card management portals
  • Experience with role-based access management, account provisioning, and security requirements.

Compliance, Audit, and Internal Controls

  • Experience supporting audits, inspections, command reviews, or financial assessments.
  • Reviewing documentation for compliance with:
    • DoD Financial Management Regulation (FMR)
    • Government Charge Card Abuse Prevention Act
    • Joint Travel Regulations (JTR)
    • Agency-specific travel card policies
  • Preparing management reports, corrective action plans, and audit responses.

Training and Customer Support

  • Experience developing and delivering training for cardholders, Approving Officials, and supervisors.
  • Creating training materials, standard operating procedures (SOPs), job aids, and user guides.
  • Providing customer service and technical assistance regarding GTCC policies and procedures.

Financial Management and Data Analysis

  • Experience analyzing financial data, delinquency trends, and management reports.
  • Proficiency with:
    • Microsoft Excel (pivot tables, formulas, reporting)
    • Power BI or similar reporting tools
    • Financial management systems
  • Experience preparing metrics and executive-level reports

Education/Certifications

A Bachelor’s degree in Accounting, Finance, Information Technology, Business Management/Administration, Mathematics, Statistics, Computer Science, Data Science, or a directly related field (a Master’s in one of these fields may substitute if the undergraduate degree is not related), or

Secret or above

Salary

$75,000 - $88,000 a year

Position is based on education and years of experience beyond minimum qualifications as well as internal equity.
