Delegated Authority Lead

The Delegated Authority Lead is responsible for the governance, oversight, and operational management of the Delegated Authority portfolio, ensuring compliance with Lloyd's standards, regulatory requirements, and internal governance frameworks. The role oversees all types of delegated facilities throughout their lifecycle, ensuring delegated underwriting arrangements deliver appropriate underwriting performance, customer outcomes, and operational excellence.

Working across underwriting, operations, compliance, risk, finance, and claims, the role provides both strategic oversight and day-to-day management of Coverholders, Third Party Administrators (TPAs), Binding Authorities, and other delegated arrangements. The Delegated Authority Lead acts as the principal point of contact for delegated authority governance, ensuring that delegated partners maintain high standards of underwriting, operational performance, regulatory compliance, and customer outcomes while supporting the commercial objectives of the business.

Key Responsibilities

Delegated Authority Governance

  • Creation and oversight of the Delegated Authority Framework across the organisation, ensuring all delegated arrangements comply with Lloyd's Delegated Authority Code of Practice, Principles for Doing Business, and internal governance requirements.
  • Maintaining appropriate controls throughout the lifecycle of delegated arrangements, ensuring that underwriting authority, accountability, and oversight remain proportionate to the risk presented by each relationship.
  • Regularly reviewing governance processes and recommending enhancements that strengthen control, improve efficiency, and ensure continued compliance with changing regulatory and market requirements.

Coverholder and Delegated Partner Oversight

  • Managing the end-to-end oversight of Coverholders and other delegated partners from initial appointment through to ongoing monitoring and annual review.
  • Coordinating due diligence activities, assessing financial stability, operational capability, governance arrangements, conduct risk, financial crime controls, business continuity, and information security.
  • Ensuring that delegated partners continue to meet Lloyd's expectations throughout the duration of their appointment and that material changes are identified, assessed, and appropriately escalated.
  • Developing strong relationships with Coverholders, brokers, and underwriting teams to encourage proactive engagement while maintaining robust independent oversight.

Performance Monitoring and Management Information

  • Developing and maintaining a comprehensive suite of management information to support the ongoing oversight of delegated business.
  • Providing meaningful insight into underwriting performance, premium income, claims trends, bordereaux quality, complaints, customer outcomes, audit findings, and operational performance.
  • Analysing emerging trends, identifying potential risks, and recommending corrective actions where performance falls outside agreed tolerances.
  • Preparing regular reporting for senior management, Delegated Authority Committees, and other governance forums, enabling informed decision-making across the business.

Bordereaux Management and Data Quality Oversight

  • Taking ownership of the governance surrounding bordereaux reporting, ensuring premium, claims, and risk bordereaux are received on time, validated appropriately, and meet expected data quality standards.
  • Working closely with underwriting operations and delegated partners, investigating recurring data quality issues, overseeing exception management, and supporting initiatives to improve the completeness, consistency, and accuracy of delegated authority data.
  • Ensuring that management information is reliable and supports effective underwriting oversight.

Delegated Audit, Assurance, and Remediation

  • Coordinating all assurance activity relating to Delegated Authority business, including Lloyd's Coverholder audits, internal audit reviews, independent assurance exercises, and external regulatory reviews.
  • Overseeing the management of audit findings, ensuring remedial actions are clearly defined, appropriately prioritised, and delivered within agreed timescales.
  • Monitoring progress against remediation plans and reporting regularly to senior management and governance committees.

Regulatory Compliance

  • Ensuring ongoing compliance with Lloyd's standards, FCA requirements, and internal governance policies, with particular focus on Consumer Duty, conduct risk, operational resilience, financial crime prevention, sanctions compliance, and data protection.
  • Monitoring regulatory developments and assessing their impact on existing delegated arrangements, recommending updates to policies, procedures, and oversight activities where required.
  • Promoting a culture of good governance and ensuring regulatory expectations are embedded throughout delegated authority operations.

Stakeholder Management

  • Developing effective working relationships across underwriting, operations, claims, compliance, risk, finance, and technology teams, acting as a trusted adviser on Delegated Authority governance matters.
  • Maintaining strong external relationships with Coverholders, MGAs, TPAs, brokers, Lloyd's, and other market participants, providing guidance on governance expectations while supporting the successful delivery of delegated business.
  • Excellent communication and influencing skills are essential, as the role frequently requires balancing commercial priorities with regulatory and governance requirements.

Continuous Improvement

  • Contributing to business transformation initiatives, system implementations, and process improvement programmes, promoting greater automation, improved reporting capabilities, and enhanced data quality across delegated authority operations.

Skills & Experience

  • Significant experience within the Lloyd's Market insurance sector, with demonstrable expertise in Delegated Authority governance and oversight.
  • Strong understanding of Coverholder governance, multiple types of delegated authority, Lloyd's Principles, and the Delegated Authority Code of Practice.
  • Experienced in producing governance reporting for senior management, interpreting operational and underwriting data, managing regulatory relationships, and coordinating audit and assurance activities.
  • Sound understanding of Consumer Duty, conduct risk, operational resilience, and financial crime requirements.
  • Experience of Lloyd's Atlas, bordereaux management platforms, underwriting systems, and Microsoft Excel.
  • Knowledge of Power BI or other business intelligence tools would be beneficial.
  • A professional insurance qualification such as ACII, or progress towards achieving one, would be considered an advantage.

Key Performance Indicators

  • Performance in the role will be measured through the effective governance of the Delegated Authority portfolio, the timely completion of due diligence and oversight activities, successful audit outcomes, high-quality management information, and sustained compliance with Lloyd's standards and regulatory requirements.
  • Success will also be reflected in improved data quality, effective remediation of control issues, strong stakeholder engagement, and the continued enhancement of the Delegated Authority Framework.
