Job Summary
The Delegated Service Manager (DSM) reports to the Service Manager in the Service Management Team and is responsible for administering, leading, and managing all contracts in their portfolio. They sit within the Service Assurance Team as part of the retained Intelligent Client Function (ICF) for Defra Group Property Facilities Management.
The Delegated Service Manager is responsible for the contract management and delivery of the contract for their specific areas or regions of Defra Group Property; including the “gold” Integrated FM contract for their region with a combined value of c£800m over the list of the contract. The Delegated Service Manager must be able to undertake all duties of the Service Manager in their absence to ensure continuous coverage and decision-making capability.
Job Description
Key Responsibilities:
- Ensuring sufficient management for all contracts in their portfolio, providing all necessary updates, reporting, and strategies for the improvement of services and performance of DgP.
- Issuing resolution, decision-making, and contract negotiation for the continual improvement of contracts.
- Stakeholder management for their region.
- Being a subject matter expert for their contracts, delivering training, giving advice, supporting other functions/teams that use the contracts in their portfolio.
- Managing a team of Contract Support Officers.
- Making sound financial and commercial decisions to ensure best value for money is achieved.

Person Specification
We are looking for someone with experience and knowledge in the following:
- Expert knowledge of end-to-end contract management.
- Expert knowledge of NEC 4 contracts.
- Strong influencing and communication skills.
- Strong negotiation skills.
- Experience of leading a team in commercial or contract management settings.

Salary

Leave
If you work full time at Defra you are entitled to 25 days’ leave (rising, over 5 years, to 30 days’). If you work part time it will be pro-rated.

Tax-Free Childcare (TFC) scheme
Since the closure to new entrants of the employer childcare voucher scheme, the government introduced the Tax-Free Childcare (TFC) scheme. In this scheme, working parents open an online childcare account and for every £8 they pay in, the government adds £2, up to a maximum of £2,000 a year for each child or £4,000 for a disabled child. Maternity leave, paternity leave and shared parental leave
We offer generous maternity leave, paternity leave and shared parental leave – a total of 52 weeks leave to look after your new baby, regardless of your length of service. Most mothers are entitled to 39 weeks of paid leave, and a further 13 weeks of unpaid leave. Most partners are entitled to 15 days of paid paternity leave. Shared parental leave arrangements are in place, allowing parents to divide their leave with each other.
