• Lead the assessment of UK-wide grant applications, working closely with delivery partners to ensure applications are evaluated consistently, fairly and in accordance with approved criteria and governance requirements.
• Apply sector knowledge and assessment guidance to support robust funding recommendations and secure the necessary approvals within GBE.
• Respond to applicant queries and provide clear guidance throughout the assessment process.

Grant Management and Assurance

• Support the drafting and management of Grant Funding Agreements, ensuring appropriate obligations, controls and accountability mechanisms are incorporated.
• Monitor UK-wide grant delivery and compliance, working with delivery partners (including CGL) and grant recipients to ensure the effective management of funds and achievement of programme objectives.
• Apply fraud risk management and assurance expertise, working with central counter-fraud functions to strengthen controls, prevent fraud and manage emerging risks.

Stakeholder and Delivery Partner Management

• Build and maintain strong relationships with government stakeholders, delivery bodies (including CGL who have a strong presence in Edinburgh) and grant assurance functions to support successful scheme delivery.
• Work with existing and future delivery partners (including CGL) to support transitions between delivery models, ensuring continuity of service and effective knowledge transfer.
• Prepare briefings, papers and recommendations for senior stakeholders, supporting informed decision-making across the programme.
• Support the policy lead to engage with industry, public finance bodies and other organisations and represent the Fund at industry conferences in Southern Scotland (Edinburgh, Glasgow) and Northern England.

Qualifications and Experience:

Essential:

• Strong understanding of the Government Grants Functional Standard and wider grant governance requirements.
• Experience assessing grant applications and funding submissions, with an ability to apply governance requirements and funding criteria consistently and fairly.
• Experience drafting or managing Grant Funding Agreements and associated grant assurance processes.
• Knowledge of fraud risk management within grant programmes, including engagement with counter-fraud and assurance functions.
• Proven ability to build and maintain effective relationships with government stakeholders, delivery partners and assurance bodies.
• Experience evaluating grant delivery models and providing recommendations on delivery partner arrangements.
• Strong communication and stakeholder management skills, including experience preparing materials for senior audiences and facilitating workshops, meetings and market engagement activities.
• Demonstrable experience of policy development, programme design or programme delivery within complex and fast-paced environments.
• Strong organisational skills, with the ability to manage multiple workstreams, prioritise competing demands and adapt to changing priorities.
• Experience of working with delivery partners to deliver UK government grants, such as the CGL team or others.
• Experience of working within, or alongside, UK Government departments, arm's-length bodies or public sector organisations.
• Experience of working with data management, reporting or grant administration systems.

Desirable:

• Experience of working in clean energy projects.
• Demonstrable experience working in renewable energy projects, ideally focussed on offshore wind, electricity networks and the associated supply chains.
• Experience of delivering grant schemes within the offshore wind, electricity networks or wider clean energy sectors.
• Knowledge of UK supply chain development challenges and opportunities relating to renewable energy infrastructure.
• Understanding of public procurement processes and supplier management principles.
• Experience of supporting the mobilisation or transition of delivery partners, including systems, process and knowledge transfer activities.
• Experience of monitoring and evaluating grant-funded programmes, including benefits realisation and impact assessment
• Knowledge of subsidy control requirements and their application within government-funded programmes
• Professional qualifications or training in programme management, project management, grant management or public sector governance.
• Experience of engaging with industry stakeholders, trade bodies, investors or delivery organisations within the renewable energy sector.
• Familiarity with risk management, audit processes and assurance frameworks in publicly funded programmes.
