Goaco Delivery Lead / Programme Manager
Goaco is growing our UK delivery capability and we are looking for an experienced Delivery Lead / Programme Manager to take ownership of complex digital and technology programmes across our clients.
This is a senior delivery role for someone who can move beyond simply managing a plan. We are looking for someone who can establish effective ways of working, bring structure to complex environments, use data to drive delivery decisions and create the governance and delivery discipline required to achieve successful outcomes.
The role offers a clear opportunity to grow with Goaco and develop towards a future Delivery Director position as our client portfolio and delivery organisation continue to expand.
The Role
You will work across complex client environments, leading multidisciplinary teams and ensuring programmes are delivered with appropriate governance, transparency and pace.
You will be responsible for creating the conditions for successful delivery including establishing delivery frameworks, tracking progress, identifying risks and dependencies and ensuring teams and stakeholders have a clear view of programme performance.
This may include:
- Leading complex digital, technology and transformation programmes from mobilisation through to delivery
- Establishing programme and delivery ways of working across multidisciplinary teams
- Creating clear delivery plans, milestones, dependencies and measurable outcomes
- Building data-driven delivery processes and using delivery metrics to understand performance, risk and progress
- Establishing effective programme governance, reporting and decision-making processes
- Managing RAID including risks, assumptions, issues and dependencies
- Tracking actions, commitments and delivery progress across multiple workstreams
- Working across Agile, Waterfall and hybrid delivery environments, adapting the approach to the needs of the programme
- Working closely with Product, Engineering, Architecture, Data, Cyber Security, Commercial and operational teams
- Managing senior client relationships and communicating effectively with programme boards, directors and executive stakeholders
- Identifying delivery challenges early and putting practical recovery plans in place
- Supporting resource planning, capacity management and prioritisation across programmes
- Creating transparency around programme health, delivery confidence and blockers
- Helping teams continuously improve their delivery processes and ways of working
- Supporting commercial awareness across engagements including scope, change and delivery commitments
- Contributing to the continued development of Goaco's wider delivery capability, standards and methodologies

What We're Looking For
Experience delivering within complex and regulated environments is essential.
We are particularly interested in candidates who have worked with organisations such as:
- UK Government departments and public sector organisations
- Financial services
- Healthcare
- Critical national infrastructure
- Other highly regulated or complex enterprise environments
You should have strong experience in several of the following areas:
- Programme Management

- Waterfall and hybrid programme delivery

- Portfolio or multi-workstream delivery
- Delivery metrics and management information
- Senior stakeholder management
- RAID and dependency management
- Delivery planning and forecasting
- Resource and capacity planning
- Continuous improvement
- Supplier or partner management
- Commercial and contractual awareness
Experience working within UK Government digital delivery environments would be particularly relevant including familiarity with multidisciplinary teams, governance structures and outcome-focused delivery.

What Good Looks Like
We are looking for someone who can enter a complex programme and quickly understand:
- Where are we?
- Where do we need to get to?
- What is stopping us?
- How confidently can we deliver?
- What does the data tell us?
- What decisions need to be made?
You should be comfortable creating structure where it does not yet exist and improving existing delivery environments where processes have become overly complex or ineffective. This role requires someone who is equally comfortable working with delivery teams and engaging senior client stakeholders.

This is an important hire as Goaco continues to grow our delivery capability.
For the right person, there is an opportunity to progress towards Delivery Director, helping shape how Goaco delivers programmes across our client portfolio.
Over time this could include greater responsibility for:
- Delivery assurance across multiple programmes
- Programme and portfolio governance
- Building Goaco's delivery methodology and standards
- Developing Delivery Managers and Programme Managers
- Executive client relationships
- Portfolio performance
- Resource and capability planning

- Supporting new client mobilisation and programme recovery
- Helping scale Goaco's delivery organisation
