SC Cleared Delivery Manager – Operational Technology Service Improvements
Location: Remote (UK) with occasional onsite collaboration in West Sussex
Contract: 6 months initial, with option to extend up to 18 months
Start Date: 1 October 2026
Security Clearance: SC
Rate: Outside IR35 | Day rate c. £400
Role Overview
An experienced Delivery Manager is required to join an internal service team to plan, coordinate, and manage the delivery of enhancements to an established operational technology service. This service, supported by a third-party agile developer, underpins a three-year programme of system improvements aimed at increasing operational efficiency, reducing costs, and enhancing service delivery to a UK Government department.
The Delivery Manager will ensure improvements are delivered on time, within budget, and aligned to strategic priorities, while coordinating activity across a small internal team, external suppliers, and organisational stakeholders.

Key Responsibilities
- Project Coordination: Manage end-to-end delivery of system enhancements across discovery, build, and go-live phases within a live operational environment.
- Stakeholder Management: Facilitate collaboration between internal Product Owners, Service Owners, third-party developers, and business users to ensure requirements are understood, prioritised, and delivered.
- Workflow & Release Management: Oversee project workflows to ensure changes are implemented without disrupting day-to-day operations, including timing of go-lives to align with stakeholder and user availability.
- Risk & Dependency Management: Identify and mitigate risks, particularly around constrained stakeholder availability and user feedback cycles.
- Reporting & Governance: Provide regular progress updates, manage project documentation, and ensure alignment with governance and compliance requirements.
- Adaptability: Work effectively within a small, non-specialist internal team where agile practices may not always be fully established.

Essential Skills & Experience
- Proven experience as a Delivery Manager within small organisations or ALBs, supporting project teams where members have extensive responsibilities beyond the project.
- Demonstrable ability to adapt delivery approaches to non-agile or partially agile environments.
- Strong stakeholder management skills, with experience coordinating internal teams, external suppliers, and senior users.
- Experience managing live service enhancements with minimal operational disruption.
- Understanding of governance, compliance, and vetting requirements within a public sector or government context.
- Excellent communication, organisational, and problem-solving skills.
- SC Cleared
Desirable
- Experience working on operational technology or case management systems.
- Familiarity with policy dialogue or event management services.
- Knowledge of UK Government technology programmes.
