Role: Delivery Manager – Digital / Technology Service Delivery

Location: West Sussex, UK (Hybrid)
Type: Contract Position

Key Responsibilities

The Delivery Manager will:

  • Plan and manage service improvements across discovery, build, test, release and live implementation.
  • Maintain a clear and transparent delivery plan showing priorities, milestones, risks, dependencies, blockers, and decisions.
  • Coordinate delivery activity between the internal Product Manager, Service Owner, business stakeholders, and the third-party development supplier.
  • Run and/or support regular development and delivery meetings with the external technology supplier.
  • Plan and coordinate discovery activities, ensuring requirements are sufficiently scoped and documented.
  • Review supplier proposals and coordinate stakeholder feedback, approvals, and progression into procurement and build.
  • Coordinate build activity, ensuring priorities and timelines are understood, and supplier queries are resolved promptly.
  • Plan releases into test environments and coordinate business testing around stakeholder availability and operational priorities.
  • Capture, track, and manage testing feedback through to resolution and release readiness.
  • Plan live implementation activities and agree on appropriate release timings with stakeholders.
  • Manage delivery risks, assumptions, issues, dependencies, and blockers, escalating where appropriate.
  • Maintain delivery momentum by ensuring decisions are made at the appropriate level and within required timescales.
  • Maintain a service development plan covering approved priorities, estimated costs, dependencies, and budget deadlines.
  • Support budget management by tracking actual and committed expenditure.
  • Coordinate supplier proposals, approvals, purchase orders, and relevant internal commercial processes.
  • Produce concise and timely reporting covering delivery status, budget, risks, issues, dependencies, and decisions required.
  • Identify opportunities to improve delivery processes, stakeholder engagement, and release planning.

Essential Experience

Candidates should demonstrate strong experience in the following areas:

Digital / Technology Delivery Management

Experience managing digital or technology service delivery through the complete lifecycle, including:

  • Discovery
  • Build / development
  • Testing
  • Release
  • Live implementation

Agile and Lean Delivery

Practical experience applying Agile, Lean, or other appropriate delivery approaches to create structure, transparency, and pace. Candidates should be comfortable adapting delivery methods to environments where formal Agile ceremonies or mature Agile lifecycles may not already exist.

Delivery Planning

Strong experience in:

  • Delivery planning and prioritisation
  • Backlog or workstream coordination
  • Milestone management
  • Dependency management
  • Release planning
  • Managing competing demands and limited stakeholder capacity

Maintaining Delivery Momentum

Proven ability to:

  • Identify and remove blockers
  • Manage risks and dependencies
  • Escalate issues appropriately
  • Drive timely decisions
  • Maintain delivery progress across internal and external teams

Stakeholder Communication

Strong ability to communicate between technical and non-technical stakeholders, including:

  • Business users
  • Senior decision-makers
  • Internal service teams
  • Product / Service Owners
  • Developers and technical specialists
  • External technology suppliers

The candidate must be able to translate technical delivery information into clear business implications, actions, and decisions.

Third-Party Supplier Management

Experience working with contracted technology suppliers or development partners, including:

  • Managing supplier delivery
  • Reviewing proposals and estimates
  • Tracking commitments and dependencies
  • Coordinating supplier queries
  • Managing delivery expectations
  • Escalating supplier issues where necessary

Commercial and Financial Management

Experience supporting commercial management within technology delivery, including:

  • Supplier proposals and quotations
  • Cost tracking
  • Forecasting
  • Budget monitoring
  • Purchase orders
  • Approvals
  • Spend against agreed budgets

Required Capability Level

The successful candidate should be able to demonstrate the following minimum capability levels:

  • Agile & Lean Practices: Working level
  • Lifecycle Management: Working level
  • Communicating between technical and non-technical stakeholders: Practitioner level
  • Maintaining Delivery Momentum: Practitioner level
  • Planning: Practitioner level
  • Commercial Management: Working level

Ideal Candidate Profile

The strongest candidate will have previously worked in a small organisation or small project team, particularly where:

  • Internal team members perform multiple roles.
  • Project responsibilities sit alongside substantial BAU responsibilities.
  • Stakeholder availability is constrained.
  • Agile maturity is relatively low.
  • Formal delivery processes need to be introduced proportionately.
  • An external development supplier performs most of the technical delivery.
  • Changes are being delivered into an existing live operational service.
