DEPARTMENT OVERVIEW

The Wireless Division delivers telecommunications infrastructure projects across the UK, supporting mobile network operators and telecommunications customers through the design, construction, upgrade, maintenance, and optimisation of wireless networks.

JOB OBJECTIVE

The Site Delivery Manager is responsible for the safe, efficient, and successful delivery of telecommunications site construction activities across network rollout and upgrade programmes. The role holder will manage the end-to-end delivery of allocated sites, ensuring all projects are completed in accordance with customer requirements, programme milestones, budget constraints, quality standards, and statutory regulations. The Site Delivery Manager will lead subcontractors and delivery teams whilst maintaining full compliance with Health & Safety, CDM Regulations, and MJ Quinn policies and procedures.

  • Hours of Work: 8:30am – 17:00pm (37.5 hours a week)
  • Rate of Pay: DOE
  • Work Location: Remote
  • Travel Requirements: Site and Office
  • Holiday Entitlements: 33 days including Bank Holidays

KEY RESPONSIBILITIES

Delivery Management

  • Manage the delivery of telecommunications site construction projects from site release through to completion.
  • Develop and maintain delivery programmes to meet customer and business objectives.
  • Monitor project progress, identifying and resolving issues that may impact delivery.
  • Ensure all sites are delivered on time, within budget, and to the required quality standards.
  • Support Project Managers with programme reporting, project updates, and risk management.

Site Management

  • Attend site reviews and monitor site progress throughout the construction phase.
  • Undertake Multi Skilled Visits (MSVs) and provide feedback regarding design suitability, buildability, and cost efficiencies.
  • Complete MSV documentation and maintain site photographic records.
  • Arrange and facilitate pre-start meetings with internal teams and subcontractors.
  • Ensure accurate site records, project documentation, and handover packs are maintained.

Subcontractor & Supplier Management

  • Identify, engage, and manage subcontractors and suppliers.
  • Review quotations and raise instructions for works where required.
  • Monitor subcontractor performance against agreed KPIs, SLAs, and contractual obligations.
  • Manage subcontractor performance issues and implement corrective actions where necessary.
  • Develop and maintain effective working relationships with suppliers and subcontractors.

Health, Safety & Compliance

  • Ensure full compliance with MJ Quinn Health & Safety policies and procedures.
  • Ensure compliance with CDM Regulations and all relevant legislation.
  • Prepare and maintain site-specific Health & Safety documentation and construction packs.
  • Conduct site inspections and audits to verify compliance with quality and safety standards.
  • Promote a positive safety culture and ensure all personnel have the appropriate tools, training, and equipment required to work safely.
  • Ensure all audit actions and non-conformances are resolved and reported appropriately.

Operational Performance

  • Maintain accurate national build trackers and delivery management systems.
  • Monitor and manage resource allocation to maximise productivity and efficiency.
  • Produce KPI reports and performance dashboards as required.
  • Manage project risks and escalate issues where necessary.
  • Support continuous improvement initiatives across the operational delivery function.

Customer & Stakeholder Management

  • Develop positive working relationships with customers and stakeholders.
  • Attend customer meetings when required.
  • Provide professional and timely communication regarding delivery status, risks, and issues.
  • Work collaboratively with Project Management, Design, Rigging, Electrical, Service Delivery, and HSQE teams to ensure successful project outcomes.

The Site Delivery Manager is accountable for:

  • Compliance with Health & Safety and CDM Regulations.

  • Accurate operational reporting and project records.
  • Financial awareness and cost control within assigned projects.

PERSON SPECIFICATION

Essential Qualifications & Experience

  • Minimum 2 years' experience in telecommunications or construction site delivery management.
  • Experience delivering mobile telecommunications infrastructure projects.
  • Experience managing subcontractors and suppliers.
  • Good understanding of construction delivery processes.
  • Strong IT skills including Microsoft Excel, Word, and Outlook.
  • Full UK Driving Licence.

Desirable Qualifications & Experience

  • Minimum 5 years' experience in site delivery or construction management.
  • IOSH Managing Safely, NEBOSH, or equivalent qualification.
  • CDM Regulations knowledge and experience.
  • CSCS Card.
  • NRSWA Supervisor Accreditation.
  • Experience delivering network rollout programmes.
  • Vendor and supplier management experience.

WORKING CONDITIONS

  • Regular travel throughout the UK is required.
