Delivery Manager (TRIAGE Discovery and MVP Delivery)

About The Role

Enterprise Service Management is looking for an experienced Delivery Manager to lead the delivery of the new TRIAGE solution through a focused discovery, formal solution design and Minimum Viable Product (MVP) phase.

TRIAGE is an AI-enabled enterprise service intelligence capability. It brings together fragmented service data, including incidents, failed changes, risk records and service health measures, to provide a single, evidence-led view of service reliability risk. The aim is to help senior leaders understand which services present the greatest risk, why that risk exists and where intervention will have the greatest value.

Working across a multidisciplinary and cross-organisational team, you will create the delivery environment, governance and momentum needed to move from the existing proof of concept to a secure, supportable and controlled operational MVP. You will be the senior point of escalation for delivery and will work closely with product, service management, architecture, engineering, data, security, governance and business stakeholders.

Why this role is critical

This is a short, high-intensity assignment with a clear outcome: to turn a promising hackathon proof of concept into a usable MVP and generate the evidence needed for a future industrialisation decision. The role must balance pace with proportionate governance, technical assurance, data quality, explainability, human oversight and live-service readiness.

Role context

The assignment will focus on delivery of the currently approved discovery and MVP scope. Wider enterprise rollout, full industrialisation and all potential integrations are outside this phase and will be considered through a subsequent evidence-based decision.

What You Will Deliver

  • Lead an integrated delivery plan covering discovery, solution design, MVP build, testing, assurance, controlled deployment and operational evaluation.
  • Establish clear delivery outcomes, milestones, decision points, ownership and acceptance criteria, while maintaining a realistic view of team capacity and dependencies.
  • Build and maintain a prioritised delivery backlog that translates user needs, technical discovery and assurance requirements into achievable increments.
  • Create effective delivery rhythms, reporting and governance, giving sponsors and senior stakeholders clear evidence on progress, confidence, risks, costs and decisions required.
  • Actively manage complex risks, issues and dependencies, including data-owner engagement, platform access, AI connectivity, architecture, security, environments, resourcing and service transition.
  • Bring technical and non-technical colleagues together, moderate difficult discussions and help the team make timely, evidence-based decisions.
  • Ensure discovery outputs are sufficient to support delivery, including an approved MVP design, data onboarding plan, security and compliance assessment, technical risk register, operating model and roadmap.
  • Drive MVP delivery through testing and operational readiness into controlled deployment, ensuring outputs are explainable, traceable to evidence and subject to appropriate human oversight.
  • Capture user feedback, benefits, costs, lessons and outstanding risks, producing a clear recommendation for onward industrialisation or alternative next steps.

Essential Skills And Experience

  • Proven experience leading the end-to-end delivery of complex, high-risk digital, data or technology products and services, ideally from discovery through MVP or live deployment.
  • Expert knowledge of Agile and Lean delivery, with the judgement to tailor methods to context, maintain delivery momentum and improve how multidisciplinary teams work.
  • Excellent planning and delivery-management capability in a complex environment, including dependency mapping, critical-path management, forecasting, prioritisation and escalation.
  • Strong senior stakeholder leadership, with the ability to communicate between technical and non-technical audiences, manage expectations and facilitate difficult decisions within constrained timescales.
  • A track record of identifying and resolving complicated delivery risks, blockers and dependencies, including those owned outside the immediate team.
  • Experience creating high-performing, collaborative teams and working effectively across product, engineering, architecture, data, security, service management and business functions.
  • Experience using evidence and delivery data to provide confidence, challenge assumptions and determine whether work should continue, change direction or stop.
  • Sound financial and commercial awareness, including balancing cost and value, supporting business cases, monitoring delivery costs and working effectively with suppliers where required.

Desirable Skills And Experience

  • Experience delivering AI-enabled, analytics, data integration or decision-support capabilities, including an understanding of explainability, governance and human oversight.
  • Experience of service management, operational resilience, service transition or live-service readiness.
  • Experience of working with fragmented enterprise data, data owners, data-quality constraints and integration dependencies.
  • Experience delivering within government, a large regulated organisation or another environment with formal assurance and security requirements.
  • Knowledge of retrieval-augmented generation, large language models, risk-scoring approaches or service reliability data is helpful, but deep technical specialism is not essential.

Indicative outcomes for the assignment

  • Discovery mobilised, priority use cases agreed and stakeholders actively engaged.
  • MVP scope, solution design, architecture, data sources, controls, backlog and acceptance criteria baselined.
  • Priority datasets onboarded and an operational MVP developed, tested and deployed into an approved controlled environment.
  • Operational ownership, support, monitoring, escalation, rollback and governance arrangements demonstrated.
  • Evaluation evidence, costs, benefits, lessons and recommendations captured to inform the next investment decision.
